- The Contractor shall provide 17 ea. Ground Power Convertor Units, Hobart, Model 180Sx200, PN: 500049104 (Brand Name or Equal) with the following specifications: 400 Hz solid state, dual, vertical, 12 pulse, 2 outlet w/ 12 pulse input, 480 VAC, 60 Hz, threes phases to operate Patriot missile system equipment in support of training at Fort Sill, Oklahoma. Units to include a one year labor and parts warranty and five each one year extended parts warranty option periods. North American Industrial Classification System (NAICS) Code 335999 is applicable to this acquisition. The applicable size standard is 500 numbers of employees. The Government will issue a 100% set-aside for small business Request for Quotes (RFQ). Contract award will be made on the basis of Best Value. Evaluation factors will be listed in order of importance in the RFQ. The Government contemplates award of a Firm Fixed Price (FFP) contract. Supply/services shall be procured pursuant to the regulatory direction of FAR Part 13.5 Test Program For Certain Commercial Items. The expected award shall consist of a one year base period of performance and four (4) one year option periods for the extended parts warranty. The entire solicitation package will be made available on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/. Requests for copies of the solicitation package by any other means will not be honored. Potential offerors are responsible for monitoring FedBizOpps for the release of the solicitation package and any subsequent solicitation amendments. The RFQ will be issued on or about 30 DEC 2008. There will be a pre-proposal conference/site visit on 5 January 2009 @ 10:00 a.m. CST that all prospective bidders are encouraged to attend. Persons attending the site visit should be at Directorate of Contracting, Bldg 1803 Macomb Road, Fort Sill, OK, no later than 9:45 a.m. CST on 5 January 2009. Written or telephonic notification of attendance must be received by the Contracting Officer not later than 2 January 2009, @ 4:00 p.m. Point of contact is Martha Livsey, at telephone number 580-442-3514 or e-mail at martha.livsey@us.army.mil. Due to the limited space available, each concern should limit the number of their representatives attending to two (2) persons. The closing date for submission of offers will be on or about 15 January 2009, 4:00 p.m CST. All responsible sources may submit a response which, if timely received, will be considered. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract.
