- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912L7-09-T-0010 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. The Tennessee Army National Guard has the following requirements. This requirement is being advertised as a unrestricted acquisition; the North American Industry Classification System (NAICS) Code is 315299 with a Small Business Size Standard of five hundred (500) employees. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.211-6 – Brand Name or Equal, FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JUN 2006) (Deviation), 52.219-4 – Notice of Price Evaluation Preference for HUBZone Small Business Concerns, and DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUL 2006) (Deviation). Quotes are due in this office no later than Wednesday, December 17, 2008 close of business four thirty (4:30) p.m. local central standard time. They can be emailed to randal.halbrooks@ng.army.mil or facsimile to 615-313-2659. Point of Contact referencing this solicitation is Randal Halbrooks at 615-313-2628. Offers will be evaluated using the evaluation criteria outlined in FAR 13. Products shall be brand name or equal to those identified in this solicitation and shall meet the following salient physical, functional or performance characteristics: 1. Be constructed of a fabric offering the same fire protection of DuPont Nomex IIIA brand name fabric. 2. Have a waterproof, windproof, breathable inner membrane offering the same protection from the elements as Gor-Tex brand name fabric. 3. Have a fleece interior fabric. 4. Have the same basic appearance as the jacket illustrated in the attached picture. 5.
