Description
NAICS Code: 54199. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The United States Environmental Protection Agency (USEPA), Region 5, has a requirement for a one year service maintenance agreement, 1 PM visit, include parts labor, and phone support for the following pieces of USEPA owned laboratory equipment, including the corresponding software, brand name or equal to Waters Corporation, 34 Maple St., Milford MA 01757. Item(s): 1. S/N: E04SM4670M, Model: 2695-System 2. S/N: G03SM4435, Model: 2695-System 3. S/N: H03296534M, Model: 2996-PDA Detector 4. S/N: E04UPS043N, Model: UPSMPMGR-UPLC Sample Mgr 5. S/N: F0UPB088N1, Model: UPBINARY-UPLC Binary Sol Mgr 6. S/N: MS7MN01540, MassLynx Software 1 Year Plan 7. S/N LAA1306, Model: ZQ2000 – ZQ 2000 Mass Spec 8. S/N: MS3EN01944, MassLynx Software Plan 9. S/N: QAA548, Model: QUMICRO – QUATTRO MICRO 10. S/N: MS6KN01692, MassLynx Software 1 Year Plan 11. S/N: VAB342, Model: QUATPREMXE The USEPA intends to award a Firm-Fixed-Price purchase order using FAR Part 13 Simplified Acquisition Procedures.. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is incorporated and the Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: The specific evaluation criteria to be included in paragraph (a) of that provision are: (1) Technical. Technical capability of the item offered to meet the Governments minimum requirements based on examination of product literature or technical approach narrative. (2) Price. Technical is of greater importance when compared to Price. The quote must demonstrate an understanding of the requirement and the ability to meet the specifications. General statements that the offeror can or will comply with the requirements, that standard procedures will be used, that well-known techniques will be used, or paraphrases the RFQ specifications in whole or in part will not constitute compliance with this requirement concerning the content of the technical proposal. The offeror must complete and submit with its quote, FAR 52.212-3 Offers Representations and Certifications Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions--Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. CCR Requirement: Potential offerors must be registered in the Central Contractor Registration (CCR). Quotes must be priced on a rate per year for each item. Quotes must include all items. Any vendor believing it capable of meeting the brand name or equal requirement may submit such documentation to the point of contact within ten (10) business days after the posting of this notice.
