Description
This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Highway Traffic Safety Administration (NHTSA). The purpose of this Notice is to identify potential sources that may be interested in and capable of performing the work described herein. The NHTSA welcomes Corporate Capability Statements from all individuals and organizations. The NHTSA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or NHTSA’s use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of NHTSA’s evaluation of the information received. As a result of this Notice, the NHTSA may issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against the NHTSA shall arise as a result of a response to this Notice. BACKGROUND Deterring alcohol-impaired driving is a critical component of the National Highway Traffic Safety Administration’s (NHTSA’s) strategy to reduce the number of motor vehicle crash fatalities and injuries. To be effective, programs to accomplish traffic safety goals should be based on sound data that describe the current characteristics of the problem and provide direction for interventions. Contributing substantially to this knowledge base over the past 15 years in the alcohol area has been a national telephone survey sponsored by NHTSA’s Office of Behavioral Safety Research (OBSR). That survey has collected data on the public’s attitudes, knowledge, and behavior regarding drinking and driving. NHTSA has conducted its national survey on drinking and driving on a periodic basis since 1991. In order to be more efficient in carrying out the surveys, the most recent alcohol surveys were included as individual Tasks under Contract DTNH22-02-C-05027. The final Task under the Contract was the data collection for the 2008 National Survey of Drinking and Driving Attitudes and Behavior, and accompanying data collection for the response bias analysis. The Contractor (The Gallup Organization) conducted the pretest in August 2008, and the field data collection began mid-September. However, insufficient time remains within the existing period of performance for analyses, report preparation, and report editing. Regulatory requirements preclude adding time to the Contract to carry out those necessary functions due to limits on the period of performance for Contracts. In order to utilize the data that have been collected and report them in a timely fashion, NHTSA requires a new Contract to complete work on the 2008 National Survey of Drinking and Driving Attitudes and Behavior. This procurement serves that contractual function. OBJECTIVE The objectives of this procurement are to conduct the following activities for the 2008 National Survey of Drinking and Driving Attitudes and Behavior: Analyze the collected data; Report the results of the analyses to NHTSA through submission of formal Reports. Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm’s ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when receiving responses to this Notice.
