Description
This proposed procurement is to be set aside for small business 8(a) offerors. The associated NAICS is 236220, with a size standard of $31,000,000.00. This single step procurement will be advertised as a Request for Proposal (RFP). Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package issuance on or about 3 December 2008. The estimated cost of construction is between $5,000,000.00 and $10,000,000.00. Completion of work required is no longer than 360 days. The forthcoming requirement will consist of both contractor qualifications, and technical/cost proposals to be evaluated. This anticipated RFP will require separate technical and cost proposals to be submitted in anticipation of a Best Value award of the project. The project consists of design and construction of a new Emergency Services Center (ESC) on the Engineer Proving Ground at Fort Belvoir, VA. This facility includes both Fire Station and Law Enforcement space in a 14,700 square foot facility. The scope of work includes design and construction of the facility inclusive of structural apparatus bays, watch/alarm room, emergency medical services/decontamination, administrative offices, kitchen, dining/dayroom, dormitory rooms, mens and womens toilets and showers, training and physical training rooms, laundry, storage, wet and dry chemical extinguisher rooms, interior lighting, mechanical and electrical rooms, fire alarm and suppression systems, standby generator, antiterrorism measures, and building information systems. The requirement will also include the installation of an Intrusion Detection System (IDS), and the connection of an Energy Management Control System (EMCS). Supporting facilities include: electrical service; street lighting; emergency traffic signal; water and wastewater connections; access road; paving; curbs and gutters; storm drainage; parking; site improvements; and information systems. Access for the disabled is required in administrative areas. Heating and air conditioning is required. Antiterrorism/force protection measures including annealed laminated glass in reinforced frames, reinforced exterior doors, barriers, and visual screening shall be included in the construction. Comprehensive building and furnishings-related interior design services are required. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features are required. All responsible sources may submit a proposal which will be considered by the agency. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. The medium through which the Government chooses to issue this solicitation will either be via the Internet, or CD to pre-qualified offerors. This solicitation will not be issued in paper. All deliveries, packages, etc. of more than one box or container must be bound together by tape or other means.
