- THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Expeditionary Contracting Command-Europe/409th CSB, RCO Stuttgart Sub-Office intends to issue a solicitation for military exercise planning/training services at worldwide locations but the primary place of performance will be in Stuttgart, Germany. HQ United States Africa Command (AFRICOM), in concert with other U.S. government agencies and international partners, conducts sustained security engagement through military to-military programs, military sponsored activities, and other military operations as directed to promote a stable and secure African environment in support of U.S. foreign policy. Joint Training and Exercise Division (JTED) uses the Joint Training System (JTS) and the Joint Exercise Program (JEP) as the principal means to organize and conduct training exercises for joint and combined forces primarily in accordance with CJCS Manual 3500.03B dated 31 August 2007 and CJCSI 3500.01E dated 31 May 2008. JTED has a requirement for joint training and exercise program services at the Combatant Commander (COCOM) level and below. The Government seeks to obtain non-personal services to provide requirements analysis, training and exercise planning and support, documentation support, and expert advice to multiple US Africa Command level and component organizations. The solicitation will result in a single award hybrid firm fixed price/cost reimbursable Indefinite Delivery Indefinite Quantity contract with a base year and two one-year option periods. The North American Industry Classification System (NAICS) code is 541611 (Administrative Management & General Management Consulting Services), and the small business size standard is $7 million. This acquisition will be solicited as a 100% full and open competition. A formal Request for Proposal (RFP) is planned to be issued during the first quarter of CY 2009 via Army Single Face to Industry (ASFI) and shall be posted for approximately 30 days. Paper copies of the solicitation will not be mailed. Prospective offerors are responsible for checking ASFI to obtain solicitation documents and any amendments or other information pertaining to the solicitation; prospective offerors are encouraged to register for notification through ASFI. All offerors must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) to be eligible for award. Registration requires a DUNS number and may take up to three weeks to process. Instructions are available at the CCR website. NO ADDITONAL INFORMATION WILL BE PROVIDED AT THIS TIME. TELEPHONE CALLS, EMAILS, HAND DELIVERIES, POSTAL MAILINGS AND FAXES WILL NOT BE ACCEPTED DURING THIS TIME. ALL POTENTIAL OFFERORS WILL HAVE AN OPPORTUNITY TO SUBMIT CLARIFICATION QUESTIONS ONCE THE SOLICITATION HAS BEEN ISSUED.
