Description
Contracting Office Address RDECOM Contracting Center Natick Contracting Division, ATTN: CCRD-NA-SY, Building 1, Kansas Street, Natick, MA 01760-5011 Description The Joint Project Manager for Individual Protection (JPM-IP) intends to apply for a Foreign Comparative Testing (FCT) project to evaluate chemical/biological (CB) protective boots. The U.S. Army Natick Research Development and Engineering Center (NSRDEC), on behalf of JPM-IP, is looking for foreign vendors to provide Commercial-off-the shelf (COTS), Non-Developmental items (NDI), or near NDI foreign CB protective boots that can be fully integrated with current U.S. CB protective garments to enhance capabilities. JPM-IP is interested in vendors who are currently producing the most advanced CB protective boots using automated manufacturing and production techniques. These advanced production and manufacturing techniques should enable such benefits as increased production rates, greater repeatability, minimization of scrap, reduced finishing processes, enhanced quality control, and decreased unit cost. The chemical protective boots must possess the following key performance attributes: Protection against chemical agents HD, TGD, VX liquid challenge of 10 g/m2 (objective and threshold); Protection against chemical agents HD, TGD, VX vapor challenge of 5000 mg-min/m3 (threshold and objective); Protection against chemical agents HD, TGD, VX aerosol challenge of 5000 mg-min/m3 (threshold and objective); Protection time of 24 hours after 45 days of wear (threshold) and 24 hrs after 60 days of wear (objective); Weight (packaged) of less than or equal to 1.3 kg (threshold) and less than or equal to 1.0 kg (objective); Volume (packaged) less than or equal to.270 ft3 (threshold) and less than or equal to.105 ft3 (objective); Number of sizes 4 (threshold) and 1 (objective). The Government may acquire for testing purposes one or more vendor products that appear to meet or exceed the stated KPPs. Responses are requested of those suppliers who can provide items and garments ready for test and demonstration purposes on or about June 2009. Responses to this market survey are due on or before January 16, 2009 and must include a product description with performance parameters, technology readiness level (i.e. maturity level), manufacturing readiness level, summary of prior testing, test reports, where and how it is currently used, a statement on current availability, an estimated schedule and estimated cost for the price of test articles and production units.
