Contracting Office Address RDECOM Contracting Center Natick Contracting Division, ATTN: CCRD-NA-SY, Building 1, Kansas Street, Natick, MA 01760-5011 Description The Joint Project Manager for Individual Protection (JPM-IP) intends to apply for approval for a Foreign Comparative Testing (FCT) project to evaluate chemical/biological (CB) protective gloves. The U.S. Army Natick Research Development and Engineering Center (NSRDEC), on behalf of JPM-IP, is looking for foreign vendors to provide Commercial-off-the shelf (COTS), Non-Developmental items (NDI), or near NDI foreign CB protective gloves that can be fully integrated with current U.S. CB protective garments to enhance capabilities. JPM-IP is interested in vendors who are currently producing the most advanced chemical protective gloves. The gloves must have the following performance attributes: Be breathable and not allow sweat build-up; Designed to possess high tactility and dexterity to allow easy manipulation of small objects; Highly durable and puncture resistant particularly at the fingertip areas to sustain wear time up to 36 hrs before contamination with chemical agent and up to 24 hours protection after contamination with chemical agent; Flame resistant (FR) to resist self ignition, and if ignited, self-extinguish; Have sufficient gauntlet length to interface with the sleeve of the current fielded CB protective garments; Protection against chemical agents HD, TGD, VX in liquid, vapor and aerosol forms; Protection against toxic industrial materials; Protection must not be degraded more than the current CB protective overgarment by absorption, adsorption, and retention of comparable liquids normally present in the garments operational environment. The liquids present during operations include gasoline, JP-8, engine oils, hydraulic fluid, weapons lubricants, munitions residue, solvents, standard decontaminants, insect repellents, bodily fluids, and salt and fresh water. Additionally JPM-IP is interested in glove liner concepts which possess the characteristics listed above and which can be integrated with the existing FR Summer Flyer glove. The Government may acquire for testing purposes one or more vendor products that appear to meet or exceed the stated performance attributes. Responses are requested of those suppliers who can provide gloves ready for test and demonstration purposes on or about June 2009. Responses to this market survey are due on or before January 16, 2009 and must include a product description with performance parameters, technology readiness level (i.e. maturity level), manufacturing readiness level, summary of prior testing, test reports, where and how the product is currently used; a statement on current availability, an estimated schedule and estimated cost for the price of test articles and production units.
