Description
Sources Sought Synopsis Background The Social Security Administration (SSA) seeks an International Business Machines (IBM) Mainframe Z/OS version 1.9 or later compatible software product to perform print stream format conversions. The software product will replace an existing Computer Output to Laser Disc (COLD) process of downloading print files from the mainframe to a Windows 2003 server platform, parsing and converting mainframe print files formatted in Xerox Metadata, Advanced Function Presentation (AFP), Print Stream Text and American Standard Code for Information Interchange (ASCII) files to the PDF. The converted PDF files will be loaded into and stored in a Global 360 Enterprise Document Management System. The converted PDF output must be, at a minimum, PDF/A-1b compliant with searchable text capability. The software must operate and perform the format conversions on the Z/OS mainframe platform and shall not require any peripheral hardware or software while performing the conversion. Mandatory Specifications The software product must provide the following: 1.The capability to parse the following AFP Print Stream Formats: a.Line data and mixed mode files b.Mixed Object:Document Content Architecture-Presentation (MO:DCA-P) c.Bar Code Object Content Architecture (BCOCA) d.Overlays, Page Segments (Psegs) e.Image Object Content Architecture (IOCA) Function Set 10, 11, 20, 42, 45 f.Graphics Object Content Architecture ( GOCA ) vector graphics, including mixed g.cyan/magenta/yellow/black (CMYK) and red/green/blue (RGB) color definitions h.AFP Outline Fonts i.Advanced Function Presentation Conversion and Indexing Facility (ACIF) resource files j.OpenType fonts/Unicode data k.Double-Byte Character Set (DBCS) l.Support Double-Byte SOSI code scheme (PRMODE) bounded box fonts m.Support Core Interchange Family (CIF) fonts n.Notice of Preparation (NOP) comment records 2.The product must provide the capability to split large Advanced Function Printing (AFP) files into multiple PDF files during the conversion process as instructed by the mainframe job control statement. 3.The product must be able to convert the following Xerox Print Stream Data: a.Metacode b. Line Conditioned Data Stream (LCDS) c.Dynamic Job Descriptor Entry (DJDE) d.Mixed Mode (LCDS and Metacode) e.Line data with Job Source Library (JSL), Page Description Entry (PDE) and Copy Modification Entry (CME) 4.The product must be able to convert the following AFP print stream data: a.Mixed Object:Document Content Architecture-Presentation (MO:DCA-P) b.AFP Data Stream (AFPDS) c.AFP, Category 5 d.Mixed mode AFP, Category 4 5.PDF output must provide indexing capabilities and be searchable. 6.The product must provide the capability to convert the following Xerox formats to the AFP Print Stream Format: a.Metacode b.Line Conditioned Data Stream (LCDS), Dynamic Job Descriptor Entry (DJDE) c.Mixed Mode (LCDS and Metacode) d.Line date with JSL, Page Description Entry (PDE) and Copy Modification Entry (CME) 7.The product shall control the access to certain features of the PDF file such as printing or editing. 8.The product must be able to create encrypted PDF files using standard PDF security options. 9.The product shall produce optimized PDF files including compression of all resources for viewing. 10.The product shall provide full color graphics and Internal Bookmarks 11.The product shall provide the use of PDF overlays to emulate pre-printed form stock. 12.The product must be able to map fonts to either standard PostScript/PDF Type 1 fonts or embedded Type 1 fonts. 13.The product must be able to map to True Type Fonts and Type3 Fonts. 14.The product must be able to convert large datasets without page limitations. 15.The conversion files must run as a batch process in the Z/OS mainframe environment without modification to existing programs. 16.The product shall allow performance tuning to improve conversion speeds between formats to optimally utilize system resources. 17.The software must be upgradeable in the event that change in the Z/OS environment warrants a revision in the software for future use. 18.The information on the documents shall be able to be redacted to protect Personally Identifiable Information(PII) 19.The product shall support Unicode standard for text 20.The product shall run on the J2EE application server. 21.The vendor shall provide 24 x 7 software maintenance and technical support via the vendors WEB site and/or toll free telephone access with same business day response for minor issues and a 1 hour response time for critical production outages. 22.The vendor shall provide on-site training and start-up support. 23.A Proof of Concept will be performed on site at SSA Headquarters in Woodlawn, Maryland, prior to award. Any firm that feels they have the capability of providing a product that meets the requirements listed above must respond, in writing, within 15 days of this notice. Responses must be specific as to the product proposed. Vendors may submit pricing data. This is not a request for proposal and the Government does not intend to pay for information submitted. The Government will not award a contract based on responses received; however, SSA will use this information to assess capable sources. SSA will not provide acknowledgement of responses received.
