- The Naval Surface Warfare Center Panama City Division intends to issue a sole source purchase order to North Carolina State University (NC State), 300 Cox Hall, Box 8209, Raleigh, NC 27695 to develop and analyze a novel method of determining the regularization parameter in Tikhonov regularization for a general class of inverse problems and Bayesian imaging formulation. Both theoretical and computational issues for the Tikhonov regularization will be investigated. Proposed algorithms will be analyzed and the verification and validation of algorithms will be performed based on numerical tests. This requirement is not suitable for full and open competition for the following reason: NC State employs personnel with unique knowledge of the problem to be solved and techniques that are to be utilized. Delivery of results will be to the Naval Support Activity - Panama City, 101 Vernon Avenue, Panama City, FL 32407-7018. Period of performance will be approximately two (2)! years from issuance of the order. The expected award date will be on or around 22 Dec 08. The North American Industry Classification System (NAICS) code is 541711. The resultant contract shall be a firm fixed price purchase order.
