Description
The U.S. Navy has a requirement to procure the services of two (2) stand-off-jamming capable aircraft. The G-1 Gulfstream is the current aircraft used for this effort. The replacement aircraft role will be to bring the fleet the capability to disrupt radar and communications systems as would occur in an Electronic Warfare environment. This training is vital to the forces prior to deployment. Training for the war fighter, utilizing this aircraft and its systems, will be at various training levels from single Unit Level training to supporting large multi-force exercises. The draft performance work statement (PWS) which addresses the requirements is attached to this Sources Sought announcement. The security level of this effort will require that personnel be able to possess a secret security clearance. The principal place of performance is NAWCAD, Patuxent River, Maryland; however, travel to other NAVAIR sites may be required in support of this effort. It is requested that interested firms submit to the contracting office a brief capabilities statement package (no more than 20 pages in length, single spaced, single sided, 12 point font minimum) demonstrating eligibility to perform each of the services listed in the attached draft PWS. A timeline to be mission capable after award must be included in your capabilities package. This documentation shall address, as a minimum, the following: (1)Company profile to include current number of employees, annual revenue history, retention rates for each calendar year or by contract (if by contract include contract period of performance), office location(s), DUNS number, and a statement regarding current small business status (indicate whether Section 8(a), HUBZone or small disabled veteran owned); (2) For each of the technical areas cited herein, identify recent corporate experience performing efforts of similar size and scope. Describe experience with relevant technologies and methodologies. Include contract number, period of performance, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. For those contracts identified on which you were the prime, identify the largest number of full time employees that you managed at any one time (include those of subcontractors, team members, partners). Include the names of your subcontractor and partner companies, the period of performance for each, and the number of subcontractor/partner personnel under contract for each company. Clearly delineate subcontractor and partner contributions to the overall effort. Submissions must be received at this office no later than 4:00 PM Eastern Standard Time (EDT) on 7 January 2009.
