- THE FOLLOWING IS AN AMENDMENT TO THE PRE-SOLICITATION NOTICE POSTED 13 NOVEMBER 2008. 1) THE CONSTRUCTION COST LIMITATION HAS BEEN CHANGED FROM 2.8 MILLION TO 3.6 MILLION. 2) THE HUBZONE GEOGRAPHIC RESTRICTIONS TO THE FOUR STATE AREAS WASHINGTON, IDAHO, OREGON AND MONTANA IS HEREBY REMOVED. The Seattle District Corps of Engineers has a HUBZone Small Business competitive requirement for Design Build Site Work for the FY093rd Division Drive, Whole Barracks Renewal Project located on Fort Lewis, Washington. This procurement is set-aside for HUBZone Small Business concerns. Project includes site work only for Barracks of 228 persons; and a storage/recycle/dumpster building including site. Supporting facilities include utilities, electric service, security and street lighting, fire protection and alarm systems, storm and sanitary sewers, information systems, paving, sidewalks, curbs and gutters, and site improvements. Antiterrorism/force protection measures will include building setback distances, mass notification systems, and blast-resistant windows and doors. The Construction Cost Limitation for this project is $3.6 Million and the completion period is estimated at 540 calendar days. The NAICS code for this project is 236220 with a small business size standard of $31Million. This requirement will be a One Phase Combined Design-Build Best Value procurement conducted in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15. The solicitation will be a Request for Proposals (RFP), and a firm-fixed-price contract will be negotiated as a result of this procurement. For the purposes of this procurement, a concern is considered a small business if its average annual gross revenue, taken for the last 3 fiscal years, does not exceed $31 million.
