- Notice Of Intent To Award A Sole Source Contract The Mission and Installation Contracting Command (MICC), Yuma, Arizona, intends to negotiate a sole-source, Time and Materials award,with with the Regents of New Mexico State University, Physical Science Laboratory (PSL), Box 30002, Stewart and Espina Streets, Las Cruces, New Mexico, 88003-8002, a Minority Institution and Hispanic Serving Institution, to establish a Unmanned Aerial System (UAS) Program for UAS research, development, test, and evaluation (RDT&E), including UAS operations in the National Airspace System (NAS), pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under the authority of 10 U.S.C. 2304(c)(1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to the requirements or submit proposals within 14 days of synopsis publication to the Contracting Office POC listed below. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. If you feel that your firm possesses the ability to provide these services, then you must respond by 23 December 2008, 3:00PM MST. All inquiries shall be clearly marked with solicitation number W9124R-08-R-0030 and emailed to the POC listed below or sent by facsimile to (928) 328-6849. The requirement specifications are located at theU.S. Army Contracting Agency, Yuma web site www.yuma.army.mil/contracting under RFQ W9124R-08-R-0030. See Note 22.
