- The Space and Naval Warfare SystemsCommand (SPAWAR) in support of the Program Executive Office Enterprise Information Systems, and the Next Generation Enterprise Network Program (NGEN) Office (PMW 210) is seeking industry comments on the attached NGEN DRAFT Service Design Specification. To facilitate efficient information exchange, the DRAFT SDS is being made available to industry for review and comment as outlined below. Based upon comments received, the DON intends to host an SDS Forum with Industry in early 2009 to lead an open discussion with Industry on the contents of the DRAFT SDS and any comments received as part of this RFI. Information about the time and location of the SDS Forum will be announced in a seperate notice. DON intends to use DOORS Web Access (DWA) software to collect comments to the attached SDS. Open registration to obtain a username and password to DWA will be conducted from 0800 EST, 8 December through 1200 EST, 12 December 2008. All interested offerors who would like to comment on the attached DRAFT SDS should send an email during the registration period to BPt-FMUSNGEN- ContractSupport@BearingPoint.com with the following information: Company Name: Cage Code: POC: POC Email: POC Telephone Number: A confirmation email will be sent to all registrants by 1600, 15 December 2008 verifying registration and providing instructions on how to access DOORS Web Access to submit comments. Registration will be limited to one username and password per company. Each company that has obtained a username and password will be responsible for controlling access to comments made with their designated username. Comments to the SDS will be allowed from 1600 EST, 15 December 2008 through 9 January 2009. Access to DWA will be closed at 1600 EST, 9 January 2009. This RFI is issued solely for information and planning purposes it does not constitute a request for proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested partys expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The PM NGEN team intends to use various military and civilian Navy and Marine Corps personnel in reviewing and evaluating all comments along with DON support contractors to include Center for Naval Analyses (CNA); BearingPoint, Booze Allen Hamilton, Falconwood, Wyle Laboratories, Analex ComGlobal, TAIC, SAIC, MBK and Jacobs Technologies, as well as others. The DON contracts with each company include the appropriate organizational conflict of interest and nondisclosure agreements, but any concerns relative to participation by these companies must be raised to the PCO at the email listed below prior to submitting any information. The attached draft SDS can also be obtained from the NGEN Reference Library located at: https://portal.peoeis.navy.mil/main.
