Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, is seeking qualified sources to provide Printed Circuit Board (PCB) design, fabrication, and testing including thru-hole and surface mount soldering, design, fabrication, assembly, and testing of electronic devices, cable harnesses/assemblies, rope based maritime entangling devices and nets, plastic and fiberglass parts including rapid prototyping and injection molding. The contract requirements also include painting of metal and plastic parts, welding and metal fabrication, including custom machined and sheet metal parts and various printed circuit board designs. The Contractor should have knowledge in the design and fabrication of circuit board designs and RF distribution assemblies in accordance with current aircraft specifications. Please describe any recent (within the past 24 months) hands on experience with the Ariel, Cluster Robin, Cluster Snoop, and AN/USQ-149 Family systems. Types of equipment may include, but! not be limited to, voice and data communications, cryptographic equipment, electronic countermeasures, navigation aids, radar, and sonar, as they pertain to EW and RF systems. REQUIREMENTS. The contractor shall furnish all labor and facilities, fabricate, assemble, receive, inventory, verify, package, temporarily store and ship material and equipment necessary in the performance of these tasks except for those facilities, material, equipment, and information to be provided by the Government. The Contractor shall acquire those incidental material items necessary to complete tasking. The contractor may be required to provide design and fabrication of circuit board designs and RF distribution assemblies in accordance with current aircraft specifications and recent (within the past 24 months) hands on experience with the Ariel, Cluster Robin, Cluster Snoop, and AN/USQ-149 Family systems. Production shall adhere to IPC-STD-610-Class 2 specifications. The drawing package shall consist of Bill of materials, Bracket drawings, cable drawings, wiring diagram, and schematics. The Contractor's facility needs to be within 60 minutes of the Naval Surface Warfare Center, Dahlgren Division due to the following: a) Meetings are called ad hoc and all team players are expected to be in attendance in an hour's time. Meetings may only last 30 minutes and b) Many projects perform quick turnaround efforts. Quality Assurance RequirementsThe contractor shall be ISO9001 certified. The following quality assurance items are required: MIL-I-45208A Inspection System, DCMC interface if required by contract, Testing and Burn-in capabilities, ESD Program in accordance with MIL-STD-1686A, Calibration System in accordance with MIL-STD-45662, Receiving Inspection Control, First Article Inspection, In-Process Inspection, & Final Inspection, Test Monitoring, and Inspection of Packaging and Shipping.Workmanship shall be performed in conformance with IPC A-610C criteria, classes 1, 2, and 3. Visual Inspection and Electrical Testing failure data shall be acquired from all operations and logged by Assembly Serial Number. Summary reports should indicate Yield Rates by assembly Type and Operation, and chart defect Types should be in order of magnitude by Assembly Type and Component Location. Systems shall be in place to ensure full Component and Product traceability and in-house history.RESPONSES SOUGHT. The Government encourages vendors with any or all of the capabilities listed above to respond to this INFORMATION REQUEST. The NAICS code for this requirement is 334418 with a size standard of 500 employees. THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND THE GOVERNMENT WILL NOT PROVIDE REIMBURSEMENT COSTS ASSOCIATED WITH THE DOCUMENTATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT. Sources capable of fully satisfying the above requirements should submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information should include: 1) identification of company or organization; 2) company's or organization's assertion of existing, full capability to meet proposed requirements; 3) business/contracts/marketing office point(s) of contact; 4) notification of business size and /or special status; 5) estimated delivery time from day of potential contract award; 6! ) description of facility and types of equipment; and 7) any additional information that may be useful to the successful procurement of the requirements, if solicited. Responses are requested on or before 24 December 2008 and shall reference Sources Sought Number N00178-09-Q-3001.
