- The Office of Thrift Supervision (OTS) intends to award a Purchase Order to Haver Analytics, New York, NY for a renewal of their Annual DLX Database Subscription Single Site License for the OTS Headquarters consisting of the following Haver Analytics Databases: U.S. Basic Economic (U.S. Economic Statistics (USECON), Business & Consumer Expectations (SURVEYS/SURVEYW), Conference Board Surveys (CBDB); U.S. Specialized (Home Sales (REALTOR), National Association of Realtors Pending Home Sales (PREALTOR); U.S. Regional (Monthly Payroll Employment (LABORR), Household Employment (EMPLR), Selected Regional Indicators (REGIONAL/REGIONW), Demographics (USPOP), MBA Mortgage Delinquency Rates (MBAMTG); and Residential Building Permits: Annual - States and metro areas (PERMITA), Year-to-date - States and metro areas (PERMITY), Monthly - States and metro areas (PERMITS), Annual and monthly - Countries (PERMITC) along with technical assistance services. The period of performance will be for a one year period with one option year. The OTS intends to solicit and negotiate with only one source under the authority of FAR 6.302 and FAR 13. Responsible firms must submit a written response to this notice which allows the OTS to determine the Offeror's capability to meet the requirement for this service. A separate request for quote is not available. Information in response to this notice must include the following: 1. Technical Information - literature describing items. 2. Past Performance Information. Oral information will not be accepted. A purchase order will only be awarded after determining that it is the most advantageous means of satisfying OTS's needs. This notice of intent is not a request for competitive quotes. However, all information received with sufficient technical documentation to establish a bonafide capacity to meet the requirement received by 2:00PM EST, December 10, 2008 will be considered by the Government. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information, if submitted, should be emailed Isabel.romancogswell@ots.treas.gov. Any questions must be submitted via email by 2:00 P.M. EST, December 8, 2008. Telephonic questions will be accepted. If this requirement is competed, no additional synopsis will be published and a request for quote will only be forwarded to the intended vendor and firms that respond to this synopsis of intent.
