- Description
- ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Portland State University, 1721 SW Broadway St, Portland, OR 97201-3300. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. Portland State University is the only know source capable of meeting the Governments requirements due to previous research efforts with ERDC in the development of CE-QUAL-W2. Therefore, it is vital to project that the continuity of research efforts remains the same. The Government intends to acquire this service using FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 CST on December 8, 2008. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Kimberly.L.Dulaney@usace.army.mil with solicitation number referenced in the subject line.
