Description
The U.S. Army Corps of Engineer (COE) Transatlantic Program Center intends to solicit names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. To be considered a construction firm, the firm must perform construction as a significant portion of its business. The estimated cost of the design/build construction is between $25,000,000 and $50,000,000. PROJECT SCOPE: This project will construct a concrete Hot Cargo Ramp with base, sub-base, drainage, concrete shoulders, and concrete taxiway access. Construct concrete road to connect hot cargo ramp to ammunition supply point. Construct fire pump house, generator sunshade, and guard house. Install taxiway and ramp lighting, grounding and tie-down points, and 38,000 liter water storage tank and pump for fire suppression. Construct a concrete fighter aircraft parking apron, with base, sub-base, drainage, shoulders, and taxiway access. Install taxiway lighting, grounding points, apron lighting, and blast walls. Construct aircraft wash rack and supporting utilities (including water/wastewater utilities connection and/or water tanks). Project includes all required site preparation, power and electrical requirements, protection/repair of any affected utilities runs, and information systems. The project location is at Al Asad Air Base, GRC, Iraq. CONTRACT PROCEDURES: Both a price and a technical proposal will be required. The evaluation criteria will consist of pricing and non-pricing (technical) consideration. Pricing and technical considerations will have approximate equal weight with one another in the evaluation and selection processes. Price will be evaluated on the basis of the completeness and reasonableness and cost risks of the prices proposed. Completeness of proposed prices will be evaluated by the Government based upon a comparison of the process proposed as compared against the requirements of the solicitation, scope of work and those costs included in the Governments Independent Government Estimate (IGE). The reasonableness of prices proposed will be evaluated on the basis of comparison of those prices with the prices proposed by the offerors and as contained with the IGE. Conclusions concerning likely future cost risk will be based upon the results of the Governments review and analysis of all aspects of the price proposals. Non-pricing factors include offerors Past Performance, Experience, and Management and Technical Capabilities. The solicitation (tender) will be available on or about 18 December 2008. Tentative contract award date is 4 March 2009. Contract award will be made on a firm fixed price basis. The anticipated contract duration period is 365 calendar days from receipt of Notice to Proceed.
