Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-09-Q-0873. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. NUWC Division Newport intends to award a sole source, firm fixed price contract to the Massachusetts Institute of Technology. The contractor shall provide NUWCDIVNPT professionals access to Academic expertise including direct meetings with professors with relevant expertise for informational meetings. Also NUWCDIVNPT professionals shall have access to relevant scheduled academic conferences and workshops at the academic institution under this agreement. Period of performance is one year after date of ! contract award. The MIT is the only university industrial-relation-type program which satisfies all of the Government's following minimum requirements: (a) offers on an national basis University-wide broad based science and engineering services; (b) offers the services under one administrative umbrella; (c) facilitated interactions with faculty, including private meetings with MIT experts and customized workshops; (d) a variety of information resources to serve NUWC's needs and interests, including industry overviews, research reports and articles; (e) admission to MIT Conferences and events, at no additional cost, offering opportunities to network with industry and MIT colleagues; (f) access to an on-line database of research and development efforts, faculty expertise, available publications and the like; (g) is in driving distance to NUWCDIVNPT technical staff, which enables face to face meetings with faculty members and attendance at MIT conferences and events. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply.
