Description

The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N00019-07-G-0008 with the Bell Boeing Joint Program Office on an other than full and open competitive basis. The order will provide for non-recurring engineering and retrofit kits for the development and integration of utility outlets one DC and one AC to power the Rapid Ground Refueling (RGR) Forward Area Refueling Equipment (FARE) on V-22 Osprey Aircraft. The customer designed and procured new RGR (rapid ground refueling) capable MATS tanks. The new tanks make use of a FARE (forward area refueling equipment) kit to offload fuel to other vehicles. This FARE kit contains a pump package that requires A/C and DC power currently not available on the V22. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the aircraft.
