- GSA, FAS, Heartland Global Supply intends to establish a “NOT TO EXCEED” ONE-YEAR STANDING PRICE QUOTE (SPQ) for National Stock Number 5110 00 570 9017. This NSN is part of GSA’s Stock Program. The essence of this arrangement is that a contractor will be awarded a SPQ and will provide above NSN to satisfy requirements for the Stock depots in Burlington, NJ and French Camp, CA. Direct delivery orders to customers may also be generated through this SPQ. The period of the SPQ is not to exceed one year and will be cancelled as soon as a BPA or formal contract is established. There is no guarantee of orders, a SPQ is not a formal contract and can be cancelled at any time by either party. All quotes for this SPQ are to be FOB destination (in accordance with clause 52.247-34). The normal Stock clauses that apply to all orders issue for GSA warehouses also apply to this SPQ including D-FSS-475 Bar Coding of NSN, 552.246-70 Source Inspection and D-FSS-468 Non-manufactured Wood Package Material for Export. The Buy-American Act also applies to this procurement (in accordance with clause 52.225-1). The Government will make award to the responsible contractor whose quote, conforming to the request for quote, will be most advantageous to the Government. Consideration could be given to vendor past performance, delivery time and/or price. This procurement is not set aside for small business concerns. No single purchase order will exceed $99,999 (maximum order). The minimum order will be quantity of one.
