- This is a sources sought notice to seek potential sources that can manufacture, produce, store and provide Cold Weather Parkas and Trousers. 316 Contracting Squadron is conducting market research to determine the availability of sources in the commercial marketplace and their capabilities to provide the apparel and obtain market research information. This sources sought is solely for planning purposes and does not constitute an invitation for bid nor request for proposal, and is not to be construed as a commitment by the Government. The following is the Government's requirements: 1. Parkas will be manufactured IAW detail specifications found in MIL-DTL-32184 with the following modifications/variations: i. FABRIC COLOR. The fabric used for the manufacturing of the parkas will be Blue 3362 (manufacturing spec PD 95-04). Sample of fabric must be provided to unit for approval prior to production. ii. HOOD: The hood will be lined to cover the gore membrane. The fabric used in manufacturing the jacket will be utilized to create this lining. No part of the gore membrane will be visible on the outside of the jacket. iii. COLLAR: The collar will be lined to cover the gore membrane. The fabric used in manufacturing the jacket will be utilized to create this lining. No part of the gore membrane will be visible on the outside of the jacket. iv. PATCH: A unit provided patch will be permanently attached (by sewing) to the front of the parka. The unit patch is a controlled item and must be stored in a secure location to ensure that patch is not pilfered. Selling or reproduction of the patch is not authorized. Any unused patches leftover after parka production will be returned to the unit. v. SAMPLE: Within 10 workdays after approval of fabric sample; a sample parka must be provided to the unit for approval prior to mass production. Production of parkas should be completed within 45 workdays after approval of sample parka. vi. SIZES REQUIRED: Small Short, Small Regular, Medium Short, Medium Regular, Medium Long, Large Short, Large Regular, Large Long, X-Large Short, X-Large Regular, X-Large Long, 2X-Large Regular and 2X-Large Long. 3. COLD WEATHER TROUSER SPECIFICATIONS a. Trousers will be manufactured IAW DETAIL specifications found in MIL-DTL-32185 with the following modifications/variations: i. FABRIC COLOR: The fabric used for the manufacturing of the trousers, Blue 3362 (manufacturing specification PD 95-04) will be the same fabric used in manufacturing of the parkas. Sample of fabric must be provided to unit for approval prior to production. ii. SAMPLE: Within 10 workdays after approval of fabric sample; a sample trouser must be provided to the unit for approval prior to mass production. Production of parkas should be completed within 45 workdays after approval of sample parka. iii. SIZES REQUIRED: Small Short, Small Regular, Medium Short, Medium Regular, Medium Long, Large Short, Large Regular, Large Long, X-Large Short, X-Large Regular, X-Large Long, 2X-Large Regular and 2X-Large Long. 4. DELIVERY, STORAGE AND HANDLING a. The Contractor shall be responsible for the receipt, storage, and handling of all materials and supplies necessary to manufacture the Cold Weather Parkas and Trousers. Exception: Unit patch will be provided by the customer. b. STORAGE REQUIREMENTS: The contractor shall maintain a stock of parkas and trousers for which when required by the customer will be shipped and billed at that time. See below for recommended stock level quantities. Completed parkas shall be stored in a secure location. PARKA - CONTRACTOR MAINTAINED INVENTORY: Small Short - 15 Small Regular - 15 Medium Short - 15 Medium Regular - 50 Medium Long - 15 Large Short - 15 Large Regular - 60 Large Long - 40 X-Large Short - 15 X-Large Regular - 25 X-Large Long - 15 2X-Large Regular - 10 2X-Large Long - 10 TROUSERS - CONTRACTOR MAINTAINED INVENTORY: Small Short - 10 Small Regular - 10 Medium Short - 10 Medium Regular - 40 Medium Long - 10 Large Short - 10 Large Regular - 50 Large Long - 30 X-Large Short -10 X-Large Regular - 15 X-Large Long - 10 2X-Large Regular - 10 2X-Large Long - 10 5. SECURITY: Contractor waives all rights to mention these special made parkas and trousers and is not permitted to advertise or sell to anyone except the approving individuals who will be identified in an authorization letter at time of award. The Contractor will be furnished a copy of this letter at time of award. Request interested parties to provide specifications for your product (including drawings, descriptive literature, etc). Responses should contain company name, address, point of contact, email, cage code, phone number, fax number, and business size. Submit responess no later than 4:00 PM Eastern Time 10 December 2008 in order for the Governemnt to develop a course of action. Responses may be submitted to cynthia.lattimore@afncr.af.mil.
