Description
TRICARE Management Activity (TMA), Health Affairs (HA), and the Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury (DCoE PH/TBI), are seeking information and recommendations from vendors with the capability and related experience to provide materials and equipment related to mobile telehealth units. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked proprietary, will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future Request for Proposal (RFP), as well as those regarding the nature of the products reviewed for this initiative, will not be entertained. There currently are no plans to issue a solicitation or establish a contractual requirement as a result of this RFI. The Contracting Officer and points of contact listed in this RFI have no additional information regarding a future requirement. Should a contract requirement result from this RFI, interested parties may find the solicitation information posted to the FedBizOps or GSA Advantage web sites. Participation in any future requirement is not contingent upon responding to this RFI. BACKGROUND The DCoE for Psychological Health (PH) and Traumatic Brain Injury (TBI) officially began operations on November 30, 2007, as the Department of Defense's continued effort to improve the quality of care for wounded veterans. The DoD, with support from the Department of Veterans Affairs (VA), is leading a national collaborative network to advance and spread PHITBI knowledge, enhance clinical and managerial approaches and facilitate other vital services to best serve the urgent and enduring needs of warrior families with PH and/or TBI problems. The National Center for Telehealth and Technology, known as T2, directly supports the mission of the Defense Center of Excellence for Psychological Health (PH) and Traumatic Brain Injury (TBI), which is to build excellence for PH and TBI through resilience, treatment, education, and research. T2 serves as a principle resource for DoD and external stakeholders for the application of technology to PH and TBI by providing national coordination and oversight. T2 plays a key role in the development of telehealth services to educate, prevent, screen, assess, and treat PH and TB. As a key DoD resource for the utilization of advanced technological PH and TBI care, T2 develops and reviews telehealth standards, processes, and mechanisms. T2s core mission is to Formulate, Direct, and Execute technology-based solutions to care for Psychological Health and Traumatic Brain Injury. T2 seeks to ensure that efficient, evidence-based PH & TBI services are available 24/7 to all DoD Beneficiaries by: "Serving as the DoD resource for the use of technologies for PH & TBI care; "Deploying technological strategies to provide care in remote / underserved areas; "Leveraging innovative technologies to help reduce care-based stigma; "Developing PH & TBI telehealth standards, processes, and review mechanisms; "Coordinating services with other DoD, VA, and civilian partners; and "Researching and validating technological applications for PH & TBI care. These mobile telehealth units are seen as key resources to promote the T2 mission especially as it relates to providing consistent access to care in remote and underserved areas. DESCRIPTION The proposed units are intended to be used primarily as mobile telehealth clinics, with the maximum number of office spaces possible. The RFI is for three related unit types: 1) large self-propelled (e.g., bus), 2) small self-propelled (e.g., van), and 3) large vendor transported (e.g., shipping container). Each unit should come equipped with noise reduced offices configured to support video-teleconference (VTC) equipment and to provide a variety of tele and face-to-face psychological treatments including those for patients with a Traumatic Brain Injury (TBI). It is anticipated that each office would be at least 4x 6 in dimension but, other recommendations will be accepted. It is anticipated that the vendor will provide all maintenance for the unit as well as its component parts. Information on warranty coverage should be included. Questions/Items: The Government desires that respondents offer their experience and recommendations on the following questions as well as address their ability to provide the following requirements and suggest any proposed resources and/or materials needed to complete the functions indicated below: A. TECHNICAL SOLUTION: At a minimum each proposed unit should have: "Video surveillance inside and outside the unit "Lockable filing cabinet/s for each office/room "Compatible connectivity hookup to allow for network access, internet, copier, fax, printer, scanner and television hookup "HVAC "Furnishing to include at least one desk and one office chair per office. "One window per office based at the top with a cover Large Self-Propelled Unit (minimum requirements) "34' long x 8' wide x 8'8 high "Commercial or bus shell; "Vehicle and included components should be operational in both a self-sustained mode (e.g., rechargeable generator or solar-powered) and when parked near a dedicated power supply; "Furnished Offices/Rooms (5 or more) - One ADA approved with a separate entrance and an approved lift - Two with a minimum dimension of 6 x 6 cubicles - One seminar room with television connectivity capabilities - Connectivity capabilities for video tele-conference (VTC) equipment, built-in virtual reality equipment (for at least two (2) offices), laptops and speakers Small Self-Propelled Unit (minimum requirements) "10' long x 6' high; "Vehicle and included components should be operational in both a self-sustained mode (e.g., rechargeable generator or solar-powered) and when parked near a dedicated power supply; "Furnished Offices/Rooms (4 or more) - One ADA approved with a separate entrance and an approved lift - One seminar room with television connectivity and seating for 3 adults - Two offices primarily capable of supporting VTC and face-to-face treatment An office to support virtual reality treatment is not required for the small unit, but the capability will be considered. Large Vendor Transported Unit (minimum requirements) "Vendor is expected to provide reliable, safe, and efficient transportation of the unit; "Unit should be capable of being transported by ground, rail or by water; "Minimum 34' long x 8' wide x 8'8 high "Unit and included components should be operational in both a self-sustained mode (e.g., rechargeable generator or solar-powered) and when placed near a dedicated power supply; "Furnished Offices/Rooms (5 or more) - One ADA approved room with a separate entrance and an approved lift - Two with a minimum dimension of 6 x 6 cubicles - One seminar room with television connectivity capabilities - Connectivity capabilities for video tele-conference (VTC) equipment, laptops and speakers Optional Features for each unit: "Electric awning at a minimum 20' long x 8' deep (when extended); "Outdoor waterproof storage underneath the vehicle, with exterior access; "Entertainment center for the outdoor waiting room ; "Collapsible chairs to be used outdoors to accommodate a minimum of 20 people. Vendors are requested to provide creative and innovative approaches that could meet the requirements, objectives, and considerations summarized above. To demonstrate the vendors capabilities and experience, the Government requests examples of previous related samples and/or currently operational web site URLs, and, as available, data-based metrics and/or outcomes. Examples need not be topics or content relevant to Post Traumatic Stress Disorder (PTSD) or other mental health conditions. The vendor shall specify their specific role in all samples provided (e.g., technical and content development). B. BENEFITS: What are the functional, clinical and technical benefits (both qualitative and quantitative) of the recommended solution relative to the other possible solutions? C. TIMELINE: What is a feasible and realistic implementation timeline for the recommended solution? D. COST DRIVERS: To the degree practicable, please discuss the costs drivers and components associated with the proposed solution? How do these costs compare to other potential solutions? E. RISKS: What are the most significant risks involved with the recommended solution? How do these risks compare to other alternatives? How will the risks for the proposed solution be mitigated? F. GOVERNANCE STRUCTURE AND MANAGEMENT APPROACH: What type of governance model and organizational structure would you recommend for this effort? Consider technical and non-technical aspects and provide examples of comparable efforts. G. ACQUISITION STRATEGY: What type of acquisition strategy would you recommend for this type of solution? Include pricing strategies in your response. Please consider the pros and cons of alternative approaches. H. LESSONS LEARNED: What lessons learned would you offer to the DoD for planning and implementing a mobile telehealth clinic? Please note how workflow and integration issues were addressed in projects of similar complexity. Please identify areas where quick wins can be achieved and areas that will be most difficult. As this is only a Request for Information, any and all submissions will be accepted from all sources. Submissions should specify the RFI identifier on the package as well as on all documents submitted. This is a new initiative; there is no incumbent contractor or existing contract.
