- Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. (ii) The solicitation number F3C3MS8255A001 is being issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. (iv) This acquisition is 100 percent set aside for small businesses. The North American Industry Classification System (NAICS) code is 611710 with a size standard not to exceed $7.0 million (U.S.) (v) Information concerning the contract line item numbers and items, description of services, dates and place of delivery are included on the attached Request for Quotation. (vi) Description of requirements can be found on the attached Statement of Work. (vii) Period of Performance has been changed from 01 December 2008 through 30 November 2009 to 01 FEBRUARY 2009 THROUGH 31 JANUARY 2010. Place of performance is Minot AFB, ND 58705. (viii) The provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (ix) The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. The evaluation procedure to be used for this procurement is price and price related factors. The price related factors are as follows: the Offeror must have successfully completed two contracts with a minimum value of $25,000 annually and be actively engaged as a contractor performing services as defined by the NAICS Code 611710 within the last five years. (x) The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on Best Value to the Government. (xi) Offerors are reminded to complete Offeror Representations and Certifications on-line at www.bpn.gov prior to submitting an offer. (xii) Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. (xiii) Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause are applicable: 52.219-6, 52.219-28, 52.222-3, 19, 21, 26, 35, 36, 37, 50, and 52.232-33. (xiv) Clauses 52.252-2, 52.204-7, 52.204-9, 52.223-5, 52.225-13, 52.228-5, 52.323-8, 52.247-34, 52.253-1, 252.204-7003, 252.204-7004 Alt A, 252.223-7006, 252.232-7003, 252.225-7001, 252.225-7036, 5352.201-9101, 5352.223-9001, 5352.242-9000, and 5352.242-9001 apply to this acquisition. (xv) Clause 52.222-41, Service Contract Act of 1965. (xvi) All offerors must submit a quote by 4:00 pm Central Standard Time on Friday, 12 December 2008. Quotes received after that time may not be considered.
