Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6-Streamlined Procedures for evaluation and solicitation for Commercial Items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation published for this effort. Quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. ***The associated North American Industrial Classification System (NAICS) code for this procurement is 423210 and 423430 with a small business size standard of 100 people. It is the Government intent to make this a small-business set aside. This will be a Firm Fixed price contract. The U. S. Securities and Exchange Commission (SEC) has a requirement to develop a file management and control room at its Alexandria Virginia location. The product specifications and delivery requirements are as follows: (1) Provide shelving to accommodate approximately 2,676 Linier Filing Inches of file space. (2) Provide on-site assistance and software to establish a viable filing system for approximately 2,200 existing files that will be used to help personnel in the filing of existing paperwork into the new system. (3) Provide a system that will ensure accountability for the files when they are removed from the secure file room. The room dimensions are 18 ‘Long by 15.25’ Wide, by 10’ high. Proposal Acceptability: Proposals will be accepted through December 18, 2008, 4:00 pm (ET), with no exception. Proposal Evaluation: Best value to the Government will be used to evaluate proposals; considering price, technical acceptability, past performance, and value-added concepts that offer economic saving and solutions in meeting the above requirements. Technical acceptability, past performance, value-added creation and price will be evaluated equally considering best value to the Government. Past performance will be measured through at least 2 similar construction efforts in the installation of security shelving or cabinets in an operational environment, and the installation and maintenance of a security file management systems. Past experience will need to be provided in your quote. Please limit to 3 pages. Additional information: Work to be performed at 6432 General Green Way Alexandria, VA 22313.In accordance with FAR 12-603, Streamlined Procedures for Commercial Items the following provisions shall apply to this acquisition: 52.212-1, Instructions to Offeror’s-Commercial Items. 52.212-2, Evaluation of Commercial Items. 52.212-3, Offeror’s Representations and Certifications- Commercial Items. Note: Offeror’s must present this certification with their offer. 52.212-4, Commercial Terms and Conditions–Commercial Items and 52.215-5, Commercial Terms and Conditions required implementing Statutes or Executive or Executive Orders –Commercial Items. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular, FAC 90-32, FR 48206 9/18/95, effective 10/1/95. Offeror’s interested in this requirement should submit a complete proposal that provides clear and convincing evidence that they can meet the Government’s requirement. This evidence can be in the form of a company product brochure; or company catalog page detailing the requirement specification and price. Unit price, extended price and delivery information for the security file management and control room shall be in the offeror’s proposal, along with offeror’s specifications. If additional SEC specifications or questions are required please submit questions via email to contractual point of contact, who will formulate a list and provide answers through the technical representative and also everyone responding via FEDBIZOPS. If a site visit is required please schedule this through the contractual point of contact. The Government will consider all responses received by the publication due date of this notice.
