- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HSFEHQ-09-R-0001 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-19. The North American Industry Classification System (NAICS) number is 562111. The SBA size standard in millions of dollars is $11.5. This is 100% set-aside for Small Business firms located in the state of Mississippi. The FEMA Biloxi TRO has a requirement for five 30-yard roll-off dumpsters located at five different places and five 8-yard lockable dumpsters located at five different places. The rental of one or more of the dumpsters may be discontinued as the Government needs change. For that reason, it is requested that contractors provide a monthly price per unit to lease and service. This solictiation is for 6 months, with an option for an additional 6 months. CLIN 0001: Provide two 30-yard roll-off dumpsters with on-call pick-up and replacement of full dumpsters (typically once every two weeks) for the Purvis site located at the Purvis Staging Area, 246 Purvis Brooklyn Road, Purvis, MS 39475. CLIN 0002: Provide one 30-yard roll-off dumpster with on-call pick-up and replacement of full dumpster (typically once every two weeks) for the Lumberton site located at FEMA Mobile Home Site, 86 Grady Brown Road, Lumberton, MS 39455. CLIN 0003: Provide one 30-yard roll-off dumpster with on-call pick-up and replacement of full dumpster (typically monthly) for the Carnes site located at Carnes Mobile Home Site, 2000 Carnes Road, Brooklyn, MS 39425. CLIN 0004: Provide one 30-yard roll-off dumpster with on-call pick-up and replacement of full dumpster (typically monthly) for the Columbia site located at Columbia Staging Area, 1817 Highway 43, Columbia, MS 39429. DELIVERY: Within two (2) workdays of award The provisions at FAR 52.212.1, Instructions to Offerors-Commercial Items; the provisions at FAR 52-212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52.226-3, Disaster or Emergency Area Representation; and FAR 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. The following FAR clauses identified in FAR Clause 52-212-5 are applicable to this acquisition: 52.219-6, Notice of Total Small Business Set-Aside; 52.222-3, Convict Labor; 52.222-19, Child Labor; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52-225-1, Buy American Act---Supplies; 52-225-13, Restrictions on Certain Foreign Purchases; 52-226-4, Notice of Disaster or Emergency Area Set-Aside; and 52-226-5, Restrictions on Subcontracting Outside Disaster or Emergency Area. A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, shall be included with the offerors quote, 52.217-6 Option for Increased Quantity.The full text of a FAR clause may be accessed at http://www.acqnet.gov/far. This procurement is being conducted under simplified acquisition procedures in FAR Part 13. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead; formal quote form, etc; but must include the following information: (1) Pricing; (2) Company Tax Information and DUNS Number. CCR Requirement, Contractors must be registered on Central Contractor Registration (CCR) before an award can be made to them. If a contractor is not registered in CCR, they may do so by going to the CCR web site at http://www.ccr.gov. The quotes will be evlauated based on technically acceptable, lowest quote.
