- THE SOLICITATION AND ITS RESULTANT CONTRACT ARE ISSUED UNDER THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM OF THE BUSINESS OPPORTUNITY DEVELOPMENT REFORM ACT OF 1988. Dredging, Rochester Harbor, Rochester, Monroe County, NY. Work consists of, but is not limited to, furnishing all plant, labor, material and equipment necessary to remove and dispose of approximately 135,000 cubic yards of dredged material, other than ledge rock, from the Rochester Harbor, Rochester, New York in strict accordance with the Plans & Specifications. Additional Non-Federal dredging in area of private docks may also be required. Dredged material shall be placed in the Government-designated Open-Lake Disposal Area, as shown on the contract drawings, or a Contractor-furnished/Government-approved Disposal Facility. This solicitation is a Total HubZone set aside. The NAICS code is 237990. Estimated magnitude in terms of physical characteristics and estimated price range is between $1,000,000 and $5,000,000. Estmated liquidated damages are $1150 per day. The solicitation will be announced on FedBizOpps and will be available for downloading ON OR ABOUT 2/4/09. WE WILL NOT PROVIDE A DISK OR HARD COPY OF THE SOLICITATION. BID SUBMITTAL REQUIREMENTS: Standard Form 1442, entitled 'Solicitation, Offer, and Award'; Bidding Schedule Pages, electronically register at http://orca.bpn.gov; bid bonds; and signed amendments in order to be considered responsive. BIDDERS MUST REVIEW CLAUSE 52.204-8, 'ANNUAL REPRESENTATIONS AND CERTIFICATIONS' AND COMPLETE REGISTRATION THROUGH THE ONLINE REPRESENTATIONS AND CERTIFICATIONS APPLICATION (ORCA) WEBSITE at http://orca.bpn.gov IN ORDER TO BE RESPONSIVE. **Maintenance dredging is defined 'as all required dredging between the upper and lower dredging limits to attain the authorized channel dimensions and contract depths indicated on the contract drawings'.
