Description
DESCRIPTION: THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATIONS (FAR) PART 10 MARKET RESEARCH. This is not a Request for Proposal (RFP), and nothing shall be construed herein or through the RFI process to commit or obligate the Government to further action as a result of the RFI. In addition, contractors responding to this RFI shall bear all risk and expense of any resources used to provide the requested information. The information collected through this process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. The intent of this notice is to gather industry, specifically Small Business (including 8(a) and HUBZone) input on a possible follow-on requirement for records management services. In preparation for this upcoming re-procurement, the Office of the Comptroller of the Currency (OCC) is conducting market research to determine potential sources. The North American Industry Classification System (NAICS) code for this procurement is 541611 Administrative Management and General Management Consulting Services. Provided below is a brief summary of the requirement. The Records Management Program Office (RMPO) establishes the policy and procedures for identification and maintenance of active records and the disposition of inactive records, with the objective being an efficient program to decrease duplication, increase productivity, improve customer services while reducing paperwork burdens, and assure the proper preservation of records having enduring value. The RMPO operates at three Washington, D.C. locations: •OCC Headquarters, 250 E Street, SW, Washington D.C. 20219; •Patriot’s Plaza, 395 E Street, SW, Washington, D.C. 20219 (The Central Records File Room Operation is located in this building.); •400 Virginia Ave., SW, Washington D.C. 20024. In support of the RMPO, the contractor shall provide the following services: •Managing File Room Operations, which includes receiving, inventorying, organizing, labeling, storing, indexing, retrieving, scanning, and bar-coding records on-site, and sending records to off-site storage; •Retrieving, circulating, and refiling OCC records in response to customer requests; •Accessioning inactive records to the Federal Records Center (Suitland, MD); •Tracking records throughout their life cycle to ensure proper maintenance. •Appropriate processing, including closing and purging of bank files; •Assisting in the implementation of records management projects. For example, providing support for records audits and records reviews, assisting with office moves and file room cleanups; •Providing call center support (one/two lines); •Managing records in two systems 1.Cuadra Star is a tracking system for inactive paper records and boxes. Tasks include filing, check-in/out, indexing, bar-coding, retrieving, and adding corporate historical information. 2.OpenText 6.X – (WISDM) is the OCC’s electronic records management system. Tasks include searching, filing, indexing, retrieving, and scanning files into the Open Text document and records management application; •Providing support and input into OCC transition to using electronic forms, electronic signatures, and implementing new software applications. OCC maintains approximately 3500 linear feet of records in the Central Records facility at headquarters in Washington, D. C. OCC stores approximately 30,000 cubic feet of records at the Washington National Records Center in Suitland, Maryland. Central Records: •Serves as the repository for specific bank confidential and other sensitive OCC paper records; •Currently maintains about 15,000 individual files; •Receives approximately 2,900 requests annually for records and 2000 requests for other information about the OCC; •Files about 8,000 records per year, of which 5,000 are bar-coded; •Sends approximately 18 accessions totaling 200 boxes of official bank file records, and approximately 90-100 accessions totaling 600-700 boxes from other OCC offices, to off-site storage annually; •Answers approximately 25 incoming telephone calls daily from the public and either provides the requested information or transfers calls to the appropriate party; •Staffing currently includes a project manager, two information managers, and an administrative assistant. Interested potential vendors shall submit a brief capability statement demonstrating how they plan to meet the above-mentioned requirement. Submissions shall be limited to no more than 15 pages. Standard brochures will not be considered a sufficient response to this notice. Submitted capability statements should include the following: (1) Name of vendor and DUNS; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Experience in providing technical support including points of contact; and (5) Business size and classification (8(a) or HUBZone). The method of competition will be determined after all responses to this notice have been evaluated. No feedback will be provided regarding individual capability statements. Not responding to this RFI does not preclude participation in any further RFP, if any is issued. This RFI is issued to assess the level of interest and capabilities of all interested parties. No telephone calls will be accepted. All response shall be submitted to Brian Carper, via email at Brian.Carper@occ.treas.gov no later than 12:00 on December 15, 2008.
