Description
The Naval Inventory Control Point (NAVICP) Philadelphia intends to solicit and negotiate a Basic Ordering Agreement (BOA) for modification and repair of Bell H-1 helicopters, components, and peculiar support equipment with Bell Helicopter Textron (Bell). The duration of the BOA will be for a 5 year period. All items are proprietary in nature for which Bell owns the drawings and data rights, and may include some modifications that have not been developed as of the date of publication. The Government intends to proceed under the authority of 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Section 6.302-1. Bell Helicopter Textron is considered the only supplier, as they have designed and developed the systems that would be modified or repaired under this BOA. However, the Government will consider all responsible sources and they may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received within 15 days after the publication of this synopsis. Information received as a result of this presolicitation notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Bell owns the technical drawings, specifications and data rights for this product group, the Government does not. This is a presolicitation notice and is prepared in accordance with FAR 5.207. The final dollar value of this action will be determined by the actual delivery orders issued. The anticipated value is not expected to exceed $24,000,000. This announcement constitutes the only advertised solicitation; subcontracting opportunities would be available from Bell Helicopter Textron, 600 E Hurst Blvd, Hurst, TX 76101.
