Description
Federal Business Opportunities Draft/ Synopsis The National Cancer Institute (NCI), Center for Cancer Research (CCR), Metabolism Branch, plans to procure on a sole source basis services regarding testing of a proposed new anthrax vaccine. The Metabolism Branch, NCI has developed a safer and more immunogenic vaccine candidate against anthrax by integrating a codon-optimized gene encoding the protective antigen (PA) of Bacillus anthracis into the genome of Dryvax (Wyeth) vaccinia strain and Modified Virus Ankara (MVA) strain of vaccinia virus. The purpose of this procurement is to ascertain the efficacy of this NCI-owned vaccine against an experimental challenge of B. anthracis in a specific rabbit model of disease and it is necessary for the government to correlate immunological findings of the NCI owned vaccine candidate against anthrax with results from other completed studies. This challenge study will provide critical information as to the immunogenicity, reactogenecity and correlates of immunity for these anthrax vaccines in an appropriate, validated small animal model (Hermanson, G. et al PNAS, 2004, 101: 13601-13606), a required step before a vaccine could be used in people. It is critical that the facility performing this evaluation is experienced with the complex methodology of procuring and housing rabbits under appropriate conditions for aerosol inoculation with the targeted B. anthracis spore (Ames strain) inhaled dose. The facility performing this testing must be able to provide a validated stock of known lethal dose titrer B. anthracis spores for the aerosol inoculation required and to perform bacteremia evaluations on serum after bleeding the injected rabbits from an auricular artery or vein. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party has the unique capabilities, resources and personnel to perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on December 18, 2008. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
