Description
Seeking a responsible, responsive source with demonstrated capabilities to provide disposal facilities and services for various types of debris generated by the US Air Force, or other government agencies, at Hill Air Force Base operated by Utah Lakeside Test and Training Range Complex. This combination of facilities and services are to be capable of reducing debris generated by the government to such a state that its original purpose and function is non-ascertainable. The facility is to be proximate to the Lakeside complex to minimize the possibility of a security compromise of any government material. The contractor must have in place procedures to accept and dispose of 10 to 15 thousand pounds of classified material. The desired method of destruction is by burning. This is the method authorized by the system Security Classification Guide. The material will be in various shapes and sizes of 3 feet by 2 feet or less and contained in 55 gallon plastic drums. The aspects are: Radar Absorbing Material (RAM) coating, ceramic coating, R-Film and classified components. The coating is attached to metal with the following estimated percentages: Aluminum 75%, Stainless Steel 12%, Titanium 9% and other 4%. The engine is not classified, but may be included in the material to be destroyed. The metal will not be destroyed, but distorted, and should be buried along with the other residue from the burning. The material to be destroyed will be delivered by government truck. In the event the burning process could not be started or completed when the material is received at the contractor facility, a government representative must remain with the material until the process is complete or it must be moved to a securable area consistent with its degree of classification. The contractor shall obtain a SECRET Facility Clearance IAW the provisions of DoD Manual 5220.22-M. Any employee(s) shall also have a SECRET security clearance prior to commencement of any work at the destruction facility.
