Description
The US Army Joint Munitions & Lethality Contracting Center, Army ContractingCommand, on behalf of The Program Executive Office, Combat Support and Combat Service Support, Product Director, Test, Measurement & Diagnostic Equipment has a requirement for the manufacture and delivery of the At-Platform Automatic Test System (APATS). This system will be fielded under the name Maintenance Support Device Version 3 (MSD-V3) which consists of the MSD-V3 Kit and Wireless Internal Combustion Engine (WICE) Adapter Test Kit. The At-Platform Automatic Test Systems develops, acquires, fields, and sustains ruggedized, compact, lightweight man-portable general purpose automatic test equipment to verify the operational status of Army Current and future Force weapon systems. The APATS a component of the Integrated Family of Test Equipment (IFTE) is the fifth generation multipurpose Army standard automatic test equipment. It will be used throughout the Department of Defense (DoD) at all levels of maintenance to test and diagnose highly complex communications and electronic equipment, missiles, aircraft, and ground vehicles to identify failed line replaceable units (LRUs). The DoD maintainers will also use the MSD-V3 to host Interactive Electronic Technical Manuals/Electronic Technical Manuals and/or specific application software and to upload/download mission data or software. This acquisition is anticipated to be issued under a full and open competitive basis. A firm fixed price, indefinite delivery, indefinite quantity contract with a total contract period of five years is anticipated for this acquisition. A Technical Data Package (TDP) for the WICE Test Adapter Kit will be provided as an attachment to the solicitation. The competitive Request for Proposal (RFP) will be available electronically at the following Internet address: http://procnet.pica.army.mil on or about fifteen (15) days from date of this announcement. Proposals will be required within thirty (30) days from date of release of the RFP.
