Description
The Office of Federal Housing Enterprise Oversight (OFHEO) was established by the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (the Act), Title XIII of Public Law 102-550. The primary function of OFHEO is to ensure the capital adequacy and the financial safety and soundness of Fannie Mae and Freddie Mac (the Enterprises), the dominant participants in the secondary mortgage market. OFHEO currently uses both a minimum capital measure and a risk-based capital measure to assess the capital adequacy of the Enterprises. On July 26, 2008, Congress passed the Housing and Economic Recovery Act of 2008, which merged OFHEO and the Federal Housing Finance Board to create a new Government Sponsored Enterprise (GSE) regulator, the Federal Housing Finance Agency (FHFA). FHFA is considering developing a new risk based capital requirement that is consistent with best practice economic capital modeling in the financial services industry. In general, economic capital refers to any risk-based measure of capital necessary to protect against unexpected losses over a given period of time and at a given confidence level. Typically, economic capital models have market, credit and operational risk components that are estimated, forecasted, or simulated either separately or jointly. FHFA is seeking to acquire a flexible off-the-shelf Economic Capital Modeling software package with which to implement the risk based capital requirement for the Enterprises. Under this solicitation, FHFA is seeking a software package to implement the market and credit risk components only of economic capital, the software installation and implementation, model set up and user training, and software support modifications/updates, licensing, and maintenance. FHFA anticipates soliciting and awarding a single Labor-Hour contract. The Request for Proposal (RFP) is unrestricted. NAICS Code 511210 is applicable, and the small business size standard is $25 million. It is anticipated that Solicitation No. FHFA-09-R-0002 will be released in January, 2009, via posting on this website. No paper copies of the solicitation will be available.
