Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY TO DETERMINE THE AVAILABILITY OF POTENTIAL SMALL BUSINESS CATEGORIES, FOR POTENTIAL SET-ASIDES. NO AWARDS WILL BE MADE FROM THIS SOURCES SOUGHT. NO SOLICITATION IS AVAILABLE AT THIS TIME. THEREFORE DO NOT REQUEST A COPY OF A SOLICITATION. ALL RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR A FUTURE ACQUISITION. The U. S. Army Corps of Engineers, New York District is performing a survey to determine if qualified and interested Small Businesses to perform construction services for the following effort: The renovate existing pools for the VA Medical Center, Montrose, New York, James J. Peters Medical Center, Bronx, New York, Albany VA Medical Center, Albany, New York, Northport VA Medical Center, Northport, New York and VA New York Harbor, Brooklyn, New York. These projects are a design-bid-build with a construction cost range between $750,000 and $1,500,000. This source sought is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business (SB) community to perform construction services, to include: 1.Section 8(a) Program 2.Historically Underutilized Business Zone (HUBZONE) small business 3.Service-Disabled Veteran-Owned Small Business (SDVOSB) 4.Veteran-Owned Small Business (VOSB) 5.The NAICS Code is 236220. All Small Business under the size standard of $33,500,000 million average annual receipts for the preceding three (3) years Interested firms, small business, 8(a), HUBZone, VOSB and SDVOSB concerns, must submit the listed information: a.A statement that your firm is an SBA certified small business, 8(a), HUBZone, Veteran-Owned Small Business (VOSB) or a Service-Disabled Veteran-Owned small business (SDVOSB) concern. b.A positive statement of your intention to submit a bid for this solicitation. c.Provide examples of past experience on projects from Department of Defense, State and Local agencies that are similar in scope and magnitude. Provide description, dollar value and government activity (i.e., West Point, City of New York, etc.) d.Letter from bonding agent stating bonding capability in the range of $1M - $10M. All interested firms MUST provide qualification statements and show written evidence from a Surety or a Bank Guaranty from a bank they have or can obtain bonding ranging from $1M - $10M within 10 days after receipt of signed contract. All small businesses are encouraged to apply and will be considered. However, preference will be given to 8(a) firms, HUBZone, if 2 or more, and then all other categories. The deadline to respond to this survey is December 18 2008, close of business. Failure to submit all information requested will result in a contactor not being interested in this solicitation. This compilation is necessary to enable the Corp of Engineer (USACE) to determine if a pool of qualified small business firms is available to compete for this effort. Interested firms are instructed to contact Shaukat Syed e-mail at shaukat.m.syed@usace.army.mil, or on company letterhead, to Shaukat Syed, 26 Federal Plaza, CENAN-CT, Room 1843, New York, NY 10278-0090, and provide documentation that illustrates the firms capabilities and prior efforts that are similar to the subject construction effort. This announcement does not imply that the Government is obligated to award this effort in the future. All interested and qualified small business Firms are encouraged to reply. THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED INFORMATION. Facsimile transmissions of the requested information be accepted. Due to heightened security around 26 Federal Plaza, be prepared to leave ample time to gain entry into the building.
