- This is a combined synopsis/solicitation for commercial items/services prepared in accordance with additional information upon request. This announcement constitutes the ONLY solicitation and NO other solicitation document will be issued. Request for Quotation (RFQ) number HSCG84-09-Q-DJC078 is assigned for tracking purposes only. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25 and maybe obtained electronically at http://www.arnet.gov/far. This RFQ is being solicited as UNRESTRICTED. The North American Industry Classification System (NAICS) is 532411 and Small Business Standard is $6.5 Dollars. The USCG Maintenance and Logistics Command Atlantic intends to award a Firm-Fixed (FFP) Purchase Order using Simplified Acquisition Procedures for: (1) Two(2) day(s) LEASING OF A 125 FT OR GREATER MOTOR VESSEL WITH PERSONNEL for Boarding Training Exercise, and (2) FUEL FOR LEASED VESSEL in accordance with Performance Work Statement that will be provided upon request. Interested sources responding to this notice must be in the Hampton Roads VIrginia Area or within at least a 50 mile radius. The follwoing Federal Acquisition Regulations (FAR) Provisions and Clauses apply to this RFQ: 52.212-1, Instruction to Offerors - Commercial Items (APR 2008) 52.212-2, Evaluation - Commercial Items (JAN 1999) 52.212-3, Offerors Representation and Certifications - Commercial Items (MAY 2008) (NOTE: As of JAN 1, 2005 ORCA has become mandatory and is available through the Business Partner Network (BPN) at http://www.bpn.gov/. A hard copy is no longer required if Contractor is ORCA registered, if NOT registered, the Contractor can upload their Reps & Certs to ORCA. Contractor must have an active Central Contractor Registration (CCR) record and a Marketing Partner Identification Number (PIIN). 52.214-31, Facsimile Bids (DEC 1989). The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, Price and other factors considered. The following factors shall be used to evaluate offers: Delivery, and Price, and Past Performance Factors (please provide Points of Contact, Telephone Numbers, and types of Services of which contracts have been satisfactorily completed of at least 3 current references). NO CONSIDERATION WILL BE GIVEN TO QUOTES LACKING THIS AND OTHER INFORMATION SET FORTH IN THIS SOLICITATION. Federal Acquisition Regulation (FAR) Clauses that applies to this RFQ: 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2007), 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS-COMMERCIAL ITEMS (MAY 2008) applies as follows:paragraph (b)(1),(7),(16),(17),(18),(19),(20),(21),(22),(28),(36), 52.252-2, Clause Incorporated By Reference (FEB 1998), 52.250-1, INDEMNIFICATION UNDER PUBLIC LAW 85-804 (APR 1984) End of Clause. PLEASE READ, COMPLETE, AND PROVIDE ALL INFORMATION REQUESTED IN THIS SOLICITATION PARTICULARLY FAR PROVISION(S) 52.212-1 AND 52.212-3.
