Description
TO PROCURE and prepare six(6) ultrasonically welded titanium-aluminum 8"x8" laminate panels for ballistic testing. The panels will be ballitically tested with six(6) 0.50 caliber Fragment Simulating Projectiles (FSP), and a test report in support of the ballistic testing will be provided on each panel. Additional material used in the manufacturing of the test panels will be provided. Additional material is approximately a 1" frame of material removed from the test panels during final manufacture. SIC Code is 3542, NAICS Code 332510, Size Standard 500 Employees. This is a Sole Source procurement, synopsis published for informational purposes only. Solicitation documents are not available. This proposed contract action is for procurement of an item for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The proposed source is Solidica, Inc, 1194 Oak Valley Drive, Suite 80, Ann Arbor, MI 48108-8942. The notice of intent is not a request for competitive quotations; however, all quotations recieved within five(5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information recieved will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. "An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. WHen requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selections process."
