- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is GS05P09SLC0003 and the solicitation is issued as a request for proposal (RFP). In accordance with the small business competitiveness demonstration program, this acquisition will be procured using full and open competition. NAICS is 561730 with size standard $7 million. The proposals (see 1449 and offer sheet) shall consist of a monthly price for landscaping and related services and hourly rates for additional services (productive and supervisory). Services are required for the base contract period of April 1, 2009 through November 30, 2009. There are also four additional one year option periods. Offerors shall price the option requirements by assuming that the minimum hourly wages and fringe benefits established by the US Department of Labor (see Wage Determination 2005-2415, Revision 6) for the base period applies to the option periods. In the event an option is exercised, the contract price(s) will be adjusted in accordance with the clause at 52.222-43. The contractor shall provide landscape and related services at the Carl B Stokes US Courthouse, 801 West Superior Avenue, Cleveland, OH 44113. Please see the attached request for proposal and 1449 solicitation. Provision at FAR 52.212-1, Instructions to offerors-Commercial (Aug 2008) applies to this acquisition. Provisions at FAR 52.212-2, Evaluation-Commercial Items (Jan 1999) applies to this acquisition and proposals will be evaluated on past performance and price. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2007) with your offer. Clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2007) applies to this acquisition. Clause at FAR 52.212-5, Contract Terms and Conditions required to implement statutes or executive orders - Commercial items (Aug 2008) applies to this acquisition. Clause at GSAR 552.212.-71, Contract Term and Conditions Applicable to GSA Acquisition of Commercial items (Jul 2003) applies to this acquisition. The Clause at FAR 52.217-8, Option to extend services (Nov 1999) [30 days from contract expiration, 60 days, 5 years and 6 months].
