Description
The Naval Research Laboratory (NRL) has a requirement for contractor support for research efforts for countermeasures systems and directed energy weapons development projects. These projects will encompass a broad frequency spectrum including pulse power, radio frequencies to as high as terahertz to millimeter wave frequency bands, and the infrared spectral region. Research efforts will include, but not be limited to, pulsed power, terahertz, RF, millimeter wave, laser systems, electromagnetic pulses, electronic warfare, global positioning systems, and unique countermeasure capabilities and systems. This effort shall assess the application of advanced technologies to improve countermeasures and sensor systems. Threat analysis will include, but not be limited to, anti-ship cruise missiles, small and large vessels, improvised explosive devices and explosive detonators. Research efforts would include counter terrorism measures, directed energy weapons systems and vulnerability assessments and unique countermeasure capabilities and systems. This effort will be performed on-site at the Naval Research Laboratory, Washington, D.C. Major tasks include 1) System Definition Analysis 2) Performance Analysis 3) System Evaluation, 4) Analysis of Test Results 5) Program Documentation 6) Test Support 7) Review of Technical Data, Publications, and Specifications and 8) Security Support. System Definition Analysis would include threat analysis, analysis of the operational environment, determining system performance requirements, specifying system configuration and interface parameters, defining integration and support requirements, defining integration and support requirements, defining multi-sensor coordination and analyzing the environmental impact. Performance Analysis includes analysis of conceptual designs, equipment in development and existing systems to assess system and subsystem performance in both controlled and operational environments. This task includes calibration, operation and maintenance of radio frequency and optical calibration facilities, radiometric instrumentation, real-time data acquisition systems and image processing systems. This task will include field testing in free-world locations, with the majority of the testing occurring in the United States. Evaluation of system performance will also include parametric performance studies, sensitivity studies, multi-sensor correlation studies and environmental impact studies. System Evaluation will include evaluation of emerging technologies (both domestic and foreign) for proposed and fielded sensors and countermeasure and high power microwave systems. This evaluation would include planning and conducting static and dynamic tests at various sites, including the use of computerized simulation capabilities to predict testing outcomes. Analysis of test results include analyzing, evaluating and reporting on test results. Program documentation includes analyzing proposed system or equipment changes, recommending changes to the documentation, analyzing technical, operational; cost, risk, and schedule factors to develop program documentation and preparing technical descriptive materials. Test support includes providing personnel, supplies, and facilities required to evaluation technologies of interest, as well as designing and fabricating specialized hardware to support system tests, including data acquisition and storage systems and electrical or mechanical fixtures to interface system or test equipment to land, ship, or airborne platforms. Technical Data, Publications, and Specifications includes assessments of specifications, test plans and procedures, drawings and drawing packages, study reports and test data. Security Support includes control of classified information, and ensuring that Government and contractor personnel and facilities have appropriate clearances and approved facilities for access to classified information. A Cost Plus Fixed Fee type of contract is anticipated. The period of performance for this effort will be a base year of twelve months plus four one year option periods. The anticipated level of effort is 17,000 hours yearly, or 85,000 total hours if all options are exercised, but is subject to revision at the time of solicitation issuance. The statement of work, labor categories, and personnel qualifications will be included in the solicitation package when issued. It is anticipated that only one award will result from this procurement. The incumbent contractor is Envisioneering, Inc. 5904 Richmond Highway, Suite 300 Alexandria, VA 22303-1864. Prior to contract award, the successful offeror will be required to have a Top Secret facility clearance and personnel available with final DOD granted personnel security clearances commensurate with the level of access required for the performance of the contract, some of which may require security clearances up to the Top Secret SCI level. The actual closing date for the receipt of proposals will be stated in the solicitation when issued. This procurement is a full and open competitive procurement. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs.
