- Request for Quote: HM0177-09-R-0005 The National Geospatial-Intelligence Agency (NGA) has a need for Tape Drive Upgrades Potential offerors shall see attached items and below for further details regarding this acquisition. This is a combined synopsis/solicitation for commerical items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The clause 52.212-1 will be applicable to the contract. Evaluation Factors (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government shall make an award to the offeror that submits the LOWEST PRICED TECHNICALLY ACCEPTABLE (LPTA) proposal. Technical acceptability shall be determined against the minimum specifications set forth in the list of technical specifications included with this RFQ. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors shall submit proposals inclusive of technical specifications and costs, broken out by each item required. Offerors should include a total price of the requirement as a whole, but quotes that contain ONLY the total price will not be considered. The offeror shall submit this quote no later than 8:00am EST, MONDAY, 08 DECEMBER 2008. Quotes received after this time shall not be considered. Quotes shall be valid up to 90 days. The clause 52.212-3 is applicable to this acquistion. If reprensentation and certification are not made available at WWW.ORCA.GOV, the offeror shall include them with their submission. The clauses 52.212-4 and 52.212-5 will be applicable to the contract. Special Requirements (a) Quotes should be based on open-market pricing. (b) No electronic file should exceed 3 MB. (c) The total price quoted should include shipping/handling, FOB Destination and any other ancillary costs, as relevant. (d) If two or more quotes are equal in all respects, the government will choose a winner in accordance with FAR Part 14.408-6. (e) Delivery Timetable: No longer than 30 days from date of award. (f) Contractor must be registered in Central Contract Registry (CCR).
