Description
This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement utilizing the Two-Phase Design/Build selection procedures. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offerors the best value to the government. This procurement will result in the award of a firm-fixed price design/build construction contract. Phase I of the process is a narrowing step of offerors based on responsiveness and technical factors that include: Corporate Experience and Capability of Key Personnel, Past Performance, and Past Performance in Utilizing the Small Business Program. Only those proposers selected in Step I will be allowed to proceed into Phase II. Phase II offerors will be required to submit technical and price proposals. The Phase II technical proposal will require Participation of Small Business in the Performance of This Contract, Technical Solution! for Bulkhead Improvements and Utilities, and Technical Solution for Mitigating Operational Impacts/Interruptions. Price proposals will include a Base Line Item (CLIN) Price for all work. Project P999 is for Design-Build Wharf Alpha Improvements at Naval Station Mayport, FL. The project will include the design and construction to upgrade 900' of steel sheet pile bulkhead by driving a new steel sheet pile wall in front of the existing bulkhead; replace concrete pile cap, provide compacted select backfill material in areas of failure behind the bulkhead and between the new bulkhead and existing; replace the concrete encasement of sheet pile and concrete fendering panels; demolish and provide new asphalt wharf deck paving; demolish and reconstruct electrical distribution structure and relocate transformers and switchgear to new facility; install new primary electrical transformer, switchgear and CMU substation enclosure with HVAC for 4160V ships power, install new concrete shore power igloos to support 4160V ships power distribution; install new high security steel reinforced sliding vehicle gate, pedestrian turnstile access facility, wire rope active vehicle b! arrier and concrete filled, steel pipe passive vehicle bollards, cathodic protection system, and concrete retaining wall. Project will demolish concrete pile cap and fendering face, demolish concrete and 5800 SY of asphalt wharf deck paving. The project will conform to Anti-Terrorism/Force Protection standards. The total estimated price range for this project is more than $10,000,000 with a total design and construction schedule of 730 calendar days after contract award. The liquidated damages for this project is $6,685 per calendar day of delay. The NAICS for this procurement is 237990 with a size standard of $33,500,000. This will be an electronic solicitation, which can be downloaded from the NECO website at www.neco.navy.mil, under "Business Opportunities." Please be sure to register for NAVFAC's UIC N69450, to receive notification of amendments. Register also on the Planholders List for this project. Planholders List in a Two-Phase Solicitation may only be available during Phase I. Please ensure you print or download the Planholders List prior to the solicitation moving into Phase II. The Phase I Solicitation will be available on or about 16 December 2008. Phase I Proposals will be due on or about 15 January 2009. The solicitation package will give exact dates. There will NOT be a Pre-Proposal Conference/Site Visit during Phase I.
