Description
Y-- This acquisition is unrestricted and is solicited on an Open Market basis. For successful completion, the firm should be geographically located near the City of Bridgeport in Mono County. In accordance with FAR PART 36.209, no contract for the construction of this project will be awarded to the firm that designed the project or its subsidiaries or any affiliates. PROJECT DESCRIPTION. The Contractor shall furnish all materials, equipment, supervision, labor, services, tools etc. to support the Benton Road Project # J51-590-217(342)2&3 which is for constructing approximately 2.06 miles of roads. The proposed work under this project consists of overlay of asphalt mix and reconstruction of some sections of Benton Roads. All work shall be performed in strict accordance with the Standard Specification for Construction of Roads and Bridges on Federal Highway Projects, FP-03, the specifications and drawings, the quantities listed, and the unit price applicable to each item in the Unit Price Bid Schedule. Davis Bacon Wage Determination No. CA080031, dated 10/31/2008, CA31 shall apply to this project. PROJECT LOCATION. This project is located on the Benton Reservation of Mono County, California. Prospective bidders are urged and expected to inspect the site where the work will be performed. The contractor is responsible to verify site conditions. A site visit day and time will be announced in the solicitation package instructions. SOLICITATION DETAILS. The following preliminary details are provided for the benefit of prospective bidders, but are subject to change in the actual solicitation. ESTIMATED MAGNITUDE. The magnitude of this project is between $1,000,000 and $5,000,000. CONTRACT TYPE: Firm-Fixed-Price. PERIOD OF PERFORMANCE: 45 calendar days after issuance of notice to proceed. SOLICITATION TYPE..Invitation For Bids. OBTAINING A SOLICITATION. Prospective bidders must request a paper copy of solicitation RMJ00090003 in writing to BIA, Pacific Regional Office, Attn: Jodi R. Zachary 2800 Cottage Way, Room W-2820, Sacramento, CA 95825. Emailed requests shall be accepted to jodi.zachary@bia.gov. Faxed requests shall be accepted to (916) 978-6129, with the original requests forwarded via mail. Contractors shall confirm that faxed was received. Telephone requests will not be accepted. Prospective bidders must request a paper copy on or before December 15, 2008. Request for Solicitation RMJ00090003 is limited to the first 10 prospective firms whom request is responsive to this notice. Requests for solicitation receive after December 15, 2008 will be rejected. Solicitation RMJ00090003 will be issued on or about December 16, 2008. Construction plans and specifications will be issued with the solicitation. The Solicitation will not be made available by electronic means. Bidders are advised to submit their proposal by close of business January 23, 2008 to be considered for award to BIA, Pacific Regional Office, Attn: Jodi R. Zachary 2800 Cottage Way, Room W-2820, Sacramento, CA 95825. Faxed and emailed bids will not be accepted or considered for award. BID OPENING: January 26, 2008, at 2:00p.m., BIA, Pacific Regional Office, 2800 Cottage Way, Room W-2820, Sacramento, CA 95825. All prospective bidders may attend the bid opening. CONTRACT AWARD DATE: Within 15 days after bid opening. Award will be made to the lowest, responsive and responsible bidder. NOTICE TO PROCEED DATE: Within 10 calendar days after contract award. REQUIRED BONDS. 100% of bid total for Performance and Payment bonds due within 10 calendar days after contract award and/or prior to Notice to Proceed being issued. REQUIRED INSURANCE. In accordance with FAR 28.3, proof of current coverage for liability, automobile and workers compensation insurance within 10 calendar days after contract award and/or prior to Notice to Proceed being issued. MISCELLANEOUS. The award for this procurement shall be made in accordance with the applicable Federal Acquisition Regulations and the Department of the Interior Acquisition Regulations. The applicable NAICS Code is 237310. FOR MORE INFORMATION. Technical inquires shall be received in writing, via mail or email, ten (10) days before the bid opening date.
