- This is published as a sole source announcement under the authority of Section 4202 of the Clinger-Cohen Act of 1996. (See also FAR 6.302-1(a)(2)(ii), 10 U.S.C. 2304(c)(1), and 10 U.S.C. 2304(d)(1)(B).) The U.S. Department of the Army, Tobyhanna Army Depot Contracting Office intends to solicit for instrumentation test sets manufactured by EADS North America Test and Services, Inc. The required item, EADS Indicator Test Set PN 22040001-001, is a portable, automated tester, complete with Self Test Program and ITA, Calibration/ Verification Program and Adapter, and required test program sets, using a simplified menu-driven design that minimizes training and provides for selection of the unit under test by type and automatically configures the required testing. The test set tests the following instruments: a.ID-2279A, Indicator, Stabilization, UH-60, National Identification Number (NIIN) 01-114-9564; b.ID-2279A/A, Indicator, Stabilization, UH-60, NIIN 01-326-0119; c.ID-2279A/A, Indicator, Vertical Situation, UH-60, NIIN 01-155-8315; d.ID-1917C, Indicator, Height, AN/APN-209, NIIN 01-245-9093; e.ID-2278, Indicator, Horizontal Situation, UH-60 NIIN 01-114-9556, 01-155-8326, 01-316-2748; f.ID-2103A/A, Indicator, Horizontal Situation, NIIN 01-160-4442; g.C-8021E, Control, Compass, NIIN 01-316-2739. h.ID-2277A/A, Vertical Situation Indicator, NIIN 01-155-8315. Delivery is Fob destination, Tobyhanna Army Depot, Tobyhanna, PA; and 30 days after date of award. The basis for the sole source is that no other tester available has been determined to have the capability to provide such testing in such fashion. The data rights to the test set is proprietary to EADS North America Test and Services, Inc. Any firms believing they can provide the required service should contact the Contract Specialist identified within ten (10) days of this notice. The NAICS Code is 334511, size standard 500 employees.
