Description
A sole source procurement is contemplated with Aerojet Ordnance Tennessee, Inc. (AOT), 1367 Old State Route 34, Jonesborough, TN, 37659-6315. AFRL/RWMI desires to purchase the following: A) 765 pounds of unalloyed tungsten cubes, sintered to a density of greater than 18.4 g/cc military grade tungsten (400 pounds sized 5/16 inch cubed, plus or minus 0.010 inch tolerance; 65 pounds sized 5/8 inch cubed, plus or minus 0.010 inch tolerance; 300 pounds sized 3/8 inch cubed, plus or minus 0.010 inch tolerance). B) 235 pounds of Ta-2.5W cubes, manufactured from rolled plate per ASTM B708-01 R05255 (175 pounds sized 5/16 inch cubed, plus or minus 0.010 inch tolerance; 60 pounds sized 5/8 inch cubed, plus or minus 0.010 inch tolerance). In order for the overall material testing program to have validity and continuity, it is mandatory that the above described test materials are the exact same composition as previously tested tungsten and tantalum, and AOT was the supplier of these previous test materials. Additionally, the material properties of the required materials must have the same mechanically strengthened and heat treated processes applied under the same conditions as previously tested materials. If a vendor other than AOT provides the materials, it would require extensive revalidation of materials and strength testing adding extensive costs and program delays of up to one year. However, all interested parties may submit statements of capability (SOC) which should, if possible, include at least three references of the above materials having been provided to customers for use as preformed fragments in weapons; these will be considered if received by noon central time zone on 28 Nov 08. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements and all recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the contracting points of contact identified above.
