- This is a pre-solicitation announcement for the Department of Veterans Affairs, Richard L. Roudebush VA Medical Center, Indianapolis, IN. An Invitation for Bid will be issued on or about December 5, 2008 for a construction project to remove and replace Pathology lab countertops and sinks. This announcement is a total set-aside for Service Disabled Veteran Owned Small Business. The VA is seeking a Contractor to provide all labor, supervision, materials, and equipment necessary to perform the following work: 1. Provide approximately 340 LF of new epoxy resin black laboratory counter tops with 14 sinks. 2. The counter tops are 30 inches wide and have backsplashes. 3. Existing counter tops are to be removed and disposed of by the contractor. Disposal of existing counter tops will have to be accomplished on a daily basis by the contractor. There is no area at the VAMC to stage and use a dumpster. Therefore debris will have to be hauled off the VAMC campus on a daily basis. 4. Exercise due diligence in protecting the existing facility from damage incurred during the work. This is an existing laboratory facility. 5. Coordinate all work with the VAMC Indianapolis Engineering Services Department. 6. Utilize the contract specifications in selecting the type and method of installation for the epoxy resin counter tops. All work performed must meet all applicable codes and regulations and be in strict accordance with the contract drawings and specifications. Completion Time: 150 days from Notice to Proceed. This construction project is set-aside for Service-Disabled Veteran-Owned Small Business firms (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220 and size standard $33.5 million applies. In accordance with FAR 36.204, disclosure of the magnitude of this construction project is between $25,000 and $100,000. The government intends to award a Firm Fixed Price Contract in January 2009. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download at no charge at the Federal Business Opportunities System website (http://www.fbo.gov) on or about December 5, 2008. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. Bidders are advised that they are responsible for obtaining all bid documents and any amendments, and should re-visit the website periodically to look for any updates or amendments. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov, shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov, and be registered at http://www.vip.vetbiz.gov prior to award of a contract.
