- SOURCES SOUGHT: THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS ANNOUNCEMENT IS TO OBTAIN QUALIFICATION STATEMENTS FROM INTERESTED 8(A), Hubzone, and Service Disabled Veteran Owned small businesses CAPABLE OF PERFORMING THE WORK DESCRIBED IN THIS ANNOUNCEMENT. Specialty Center Acquisitions, NAVFAC (SCAN) is seeking qualified 8(a) businesses, and other small businesses such as service disabled veteran owned, and Hubzone firms, with current, relevant experience and the capacity and capability to provide services in support of port security barriers, moorings and underwater inspections; additional requirements may include water tank repairs and projects related to bridge and pier repairs. The emphasis on required support will be for logistical support, installation, inspection, repair, and maintenance and field supervision/operation of waterfront barriers, moorings, and marine facilities throughout the world. Typical project execution services would could include installation or repair of security barriers, moorings and port facilities. Typical logistics support requirements could include fabrication of mooring or barrier components. It is anticipated that any Information Management services would constitute only a small portion of o! verall required support; typical IM support could include development of CD and web-based multi-media applications in support of NFESC projects or product lines as well as management and maintenance of NFESC digital libraries and technical archives, which will not require an NMCI waivers. Interested firms should have the necessary experience to be able to provide the services described above. Should this requirement proceed as an acquisition, the Government intends to solicit under NAICS code 541330 (with a $27M size standard). A multiple award, indefinite quantity, indefinite delivery (IDIQ MAC) type is anticipated. Task orders would be competed amongst IDIQ holders on a fair opportunity basis, and would very likely be Cost Plus Fixed Fee type orders. A base year with four (4) one-year options is anticipated. Interested 8(a) and other small businesses are requested to submit a brief, written capabilities statement that outlines relevant past performance information in providing the type of services described above, as a prime and/or subcontractor. Please include current points of contact for verification purposes, contract number(s), dollar values, period of performance, contracting agency and a brief description of scope for each referenced contract. For 8(a) firms, provide dates of acceptance into, and specified graduation date from the 8(a) program.
