- Description
- The contractor shall provide a Contractor Owned Contractor Operated distribution center in Kuwait, Southwest Asia. The Defense Distribution Depot Kuwait, Southwest Asia (DDKS) provides material distribution services including the receipt, storage and issuance of material in the US CENTCOM area of responsibility. The Government will provide the Distribution Standard System (DSS) as the warehouse management system. The facility shall be located in Kuwait, enclosed by a security barrier, and must be complete and ready for operation at time of contract award. The facility shall include indoor storage area(s), estimated at 1.5 million square feet; and outdoor storage area(s), estimated at 2 million feet. Office space for government personnel shall also be included. Building(s) shall be permanent, weatherproof, air conditioned, with adequate racking, lighting, backup electrical power, and fire protection systems installed. The contractor shall provide truck movement control, cross-docking and/or transshipment operations, container yard functions and/or containerization, air and surface palletization, and material handling equipment. The contractor shall provide all facilities, management, personnel, supervision, materials, tools, equipment, transportation, and any other items and services not government-furnished. The contractor shall have the ability to maintain material handling equipment. The Defense Distribution Center is seeking offerors to perform the above functions which will be evaluated by utilizing a Best Value/Trade-Off Analysis. The solicitation will be advertised as unrestricted, full and open competition. DDC anticipates that a draft solicitation will be released on or about 25 NOV 2008. It is anticipated that the resultant contract will be awarded on an all or none basis as a hybrid Cost-Plus-Fixed-Fee/Firm-Fixed Price (CPFF/FFP) contract type and pricing arrangement. It is anticipated that the contract period of performance will consist of a transition period potentially lasting 15 months with five (5) one-year option periods. A pre-proposal conference is expected to be conducted at the Defense Distribution Center located in New Cumberland, PA. Interested offers should be prepared to provide the following information for representatives attending: Name, SS#, citizenship (i.e. U.S. Citizen, Foreign National, etc), company name, e-mail address, phone number, dates attending. In addition, Foreign Nationals will need to provide a Passport # or Visa Number and date of birth. Confirmation will be validated by return e-mail. Further instructions providing for the exact date, time, and location will be published with the draft solicitation. The NAICS code and Size Standard are 493110 and $25.5 million, respectively. All documents related to this solicitation will be posted to the Federal Business Opportunities website (http://www.fedbizopps.gov/) under solicitation number SP3100-09-R-0004.
