- SOURCES SOUGHT ANNOUNCEMENT Mission and Installation Contracting Command (MICC), Enterprise and Installation Operations (EIO), Directorate of Contracting (DOC), Fort Lewis, Washington is currently conducting preliminary planning market research to determine the existence of viable commercial sources capable of providing laboratory analysis support at Fort Lewis, WA. The contractor shall perform analysis on water, wastewater, liquids, sludge, soils, solids, gases, asbestos, lead, air, and other non-homogeneous mixtures. The contractor shall follow U.S. Environmental Protection Agency (EPA) approved analytical methods and/or approved Washington State methods. Contractor shall be able to provide personnel, management, plant and labor to analyze and report on a collection of samples taken from different locations as well as the transportation of sample submittal, equipment, and material from Fort Lewis to contractors facility (e.g., landfill testing sampling, munitions area/grounds water monitoring sampling, wastewater sampling, wastewater plant sludge sampling, hazmat sampling, storm water sampling, asbestos sampling, lead sampling, and restoration program sampling). The anticipated period of performance is 1 April 2009 to 31 March 2010 plus 4 one-year Option Periods. The draft PWS and Bid Schedule are available on the Fort Lewis Directorate of Contracting website http://www.lewis.army.mil/doc under Solicitations. The Bid Schedules for the Option Years are the same as the Bid Schedule for the Base Year shown after the Draft PWS. This Sources Sought Announcement is for planning purposes only and shall not be construed as a Request for Proposals (RFP), Invitation for Bid (IFB) or as an obligation on the part of the Government to acquire any services. Responses to this RFI shall not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. MICC, EIO, DOC will not accept unsolicited proposals related to the subject of this RFI. All information received in response to this RFI that is marked - Proprietary - will be handled accordingly. The responder must clearly identify any information it considers sensitive or proprietary. Responses to this RFI will not be returned. Responders are solely responsible for all expenses associated and incurred by responding to this RFI. The Government reserves the right to determine how it should proceed as a result of this notice. This Sources Sought Announcement is issued to determine if there are small businesses that are interested and capable of meeting this requirement. Interested firms are asked to respond with a brief summary of your capability to perform these services, your small business status type/classification along with your CAGE Code. The Government intends to use NAICS code 541380 with a $12 Million Average Small Business Size Standard.
