- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation: N68335-09-R-0037 is issued as a request for proposal. At each delivery location the contractor shall assemble each platform and provide one day of group training. The contractor shall provide commerical operations and maintenance manuals for the platforms and a Technical Order (TO) Illustrated Parts Breakdown (IPB) listing the part number and sub part numbers. FOB Destination. Inspection and Acceptance is Destination. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
