- The National Institue of Standards and Tecyhnology (NIST) has a requirement for post construction award services (PCAS) for the site underground steam and chilled water replacement project currently being performed at its Gaithersburg, Maryland facility. The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis to Kibart, Inc. under the authority of FAR 13.106-1 (b) Soliciting From a Single Source. As required by the Business Occupations and Professions Article of the Annotated Code of Maryland, the original engineering documents for the project were signed, sealed, and dated by a professional engineer employed by Kibart, Inc. who had either prepared or approved the documents. As such, Kibart assumed liability for the design represented by the project engineering documents. In order to maintain a single source of liability any correction, revisions, or additions required to be made to the project are required to be made by the professional engineer, or a representative within the company, who originally signd and sealed the documents. The anticipated award date of this order is on or about fifteen (15) days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government whether to compete this proposed requirement based upon response to this notice is solely with the discretion of the Government.
