Description
Labor and management services necessary to operate the Child Development Centers (CDC's) located at the McNamara Headquarters Complex (HQC), Fort Belvoir, VA and the Defense Supply Center Richmond, Richmond, VA. This program is intended to provide DLA-HQC and DSCR employees with high quality, affordable child development programs offering a wide range of programs and services that meets the needs of parents, enhances the quality of life for DLA families, and contributes to the well-beng and healthy development of young children. DLA is committed to the child development principles and standards as defined by the Department of Defense (DoD) and the National Associationfor the Education of Young Children (NAEYC) that has earned military child development programs recoginition as a model for the nation. The contractor shall provide all manpower, resources, and services necessary to fulfill the following expectations by providing: (1) Direct support of the DLA Child Development Program (CDP) standards and philosophy listed within the DLA CDP instruction and associated references; (2) Safe, developmentally appropriate environments and quality care for young children with strict adherence to health, sanitation, safety, firre, nutrition, and risk management requirements; (3) Qualified and experienced management, support, and direct care staff who communicate postively and professionally with children and parents, and who also recognize, track, and encourage each chid's strength and capabilities; (4) A child development program that provides an environment that positively contributes to each child's physical, emotional, and cognitive growth and where children can learn through meaningful interactions with both adults and children. The DLA Child Development Program includes a wide range of services providing developmentally appropriate care for children from four weeks to twelve years of age. The DLA programs and HQC and DSCR consist of full-day infant, toddler, pre-school, part-day, before and after care, holidy, and summer camps. Part-time, hourly, and drop-in care is planned based upon space availability after full-day requirements have been met. The hours of operation are 6:00 AM to 6:00 PM Monday through Friday. The contractor shall manage and operate the DLA Child Development Center (CDC) and Child Development Program (CDP) at the McNamara Headquarters Complex, Fort Belvoir, VA and the Defense Supply Center Richmond, Richmond, VA. The NAICS Code for the intended procurement action is 624410, Size Standard is $6.0 M, and SIC is 8351. It is anticipated that RFP SP4701-09-R-0001 will be issued on or about 15 days after the closing date of this announcement. The RFP will be issued within the Federal Business Opportunites web page: http://www.fedbizops.gov. Once the solicitation has been issued it is incumbent upon all interested parties to frequently review the site for updates/amendments.
